Speech by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at the informal summit of the Organization of Turkic States
(City of Budapest, Hungary, May 21, 2025)
Dear Heads delegations!
I am sincerely glad to see you in beautiful Budapest, which for centuries has been a kind of bridge firmly connecting East and West.
I join in the words of gratitude addressed to His Excellency the Prime Minister of Hungary, respected Mr. Viktor Orban, for the warm welcome and high level of preparation for today's summit.
I wish His Excellency the President of the Kyrgyz Republic, dear Mr. Sadyr Nurgozhoevich Japarov, who successfully chairs our Organization, new achievements.
Dear colleagues!
Our summit is taking place in a rapidly changing world situation and difficult to predict processes. The strengthening of geopolitical and geo-economic contradictions, regional conflicts and the consequences of climate change is becoming a great test for all of us.
Therefore, it is more important than ever to strengthen the common approaches and positions of our states in solving pressing problems.
It should be emphasized that we consider it necessary to find solutions to the most painful problems, based on the norms of international law, the Charter of the United Nations.
We support practical efforts aimed at resolving the situation around Ukraine through diplomacy and negotiations. I would like to especially note the worthy contribution to this of His Excellency the President of the Republic of Turkey, the respected Recep Tayyip Erdogan.
We are all deeply concerned about the violation of the peace agreement and the resumption of hostilities in Gaza. A just solution to the Palestinian-Israeli conflict is impossible without the implementation of the principle of “two states for two peoples.”
When talking about global and regional security, we must take into account the difficult situation in Afghanistan and together look for solutions. The adoption of the Joint Statement on Afghanistan indicates the serious attention our Organization pays to this issue.
Dear participants of the meeting!
In a short period, we have achieved effective results of practical cooperation within the framework of the Organization of Turkic States. The recently held conference of our economic think tanks in Tashkent once again confirmed the huge potential for expanding ties.
Based on the agenda, I would like to present my proposals.
As you know, last year we made a proposal to develop a Treaty on Strategic Partnership, Eternal Friendship and Brotherhood of the Turkic States.
Today, the significance and relevance of this document have increased even more. Undoubtedly, the agreement will serve to further bring our peoples closer together and strengthen the long-term legal basis of our multilateral cooperation. I propose signing it at the summit in Baku.
We are faced with a clear task - in the coming years it is necessary to significantly increase the share of mutual trade. To this end, we are taking initiatives to create the TURK-TRADE online platform and adopt a Practical Program for Expanding Trade.
To increase the volume of cargo transportation along the Trans-Caspian International Corridor and simplify customs and border procedures, I call for the speedy implementation of “single window” and “green corridor” systems. In order to expand cooperation in this direction, we plan to hold the International Forum on Multimodal Transport and Logistics of the Turkic States in November in Tashkent.
I would like to especially emphasize that theactivities of the Turkic Investment Fund will certainly serve as an incentive to intensify the flow of investments.
We consider it necessary to organize a Joint Venture company to stimulate innovative projects.In this regard, it is advisable to create a Unified Investment Portal, where the investment opportunities of our countries will be fully reflected.
One more question. The time has come to raise practical cooperation in the field of industrial cooperation to a new level.I propose to develop an Industrial Cooperation Program for the creation of large production capacities in the chemical, energy, mining, light, pharmaceutical, leather and footwear, food and construction industries.
At the recent International Climate Forum in Samarkand, important proposals were put forward for strengthening regional and global cooperation in the field of green development.
We also note with satisfaction that, on the initiative of His Excellency Mr. Viktor Orbán, the Institute for Drought Prevention has begun to operate in Budapest within the framework of our Organization. To facilitate the activities of the institute and its wider involvement in targeted projects, I propose to develop a joint “Road Map” to prevent drought and environmental problems.”
I would like to draw your attention to another important issue.
Deep study and popularization in the world of the heritage of our great ancestors, who made a huge contribution to world science and culture and are our pride, is an honorable and responsible task for all of us. In an effort to develop science and expand educational opportunities for the younger generation, we have enshrined in the Charter of the Turkic World the high spiritual principle “There is and cannot be any other salvation except knowledge.”
As part of its implementation, the International University of the Turkic States is opening in Tashkent. It is envisaged that leading professors and scientists from Turkic states will carry out their activities in this educational institution. I am confident that this will be a worthy contribution to increasing the intellectual potential and expanding the worldview of the younger generation, mastering modern knowledge.
Dear heads of delegations!
Last year we announced the decision to join Uzbekistan as an official member of the Turkic Culture and Heritage Foundation. Within the framework of this structure, an important task is the preservation of the common Turkic cultural heritage and its transmission to future generations. In order to expand the dialogue, I propose to hold the next meeting of the Foundation Council in our country.
The International Organization of Turkic Culture - TURKSOY, occupies a special place in the development of cultural cooperation between our states. I consider it necessary to improve the activities and structure of TURKSOY in accordance with the requirements of the time in order to bring our efforts in this direction to a new level and further increase the authority of the organization. To this end, I think we need to instruct our ministers of foreign affairs and culture to develop appropriate proposals for the Baku summit.
Dear colleagues!
Three years ago, we established the International Prize named after Alisher Navoi, a great thinker and statesman, for his enormous contribution to the unity of the Turkic world.
It is gratifying that today this prestigious award is being awarded to an outstanding Turkish scientist, biochemist, Nobel Prize laureate Mr. Aziz Sanjar. We are, of course, proud that this famous scientist is an honorary doctor of the National University of Uzbekistan.
I am confident that today's award ceremony will inspire scientists of the Turkic world, including our youth, who are confidently embarking on the path of science, to conquer new heights.

I am convinced that the important decisions and documents that will be adopted at today's Budapest summit will open a new page in strengthening peace and harmony between our fraternal peoples, ensuring the sustainable development of our countries.
