A round table discussion was held in Islamabad on the content and significance of the Message of the President of Uzbekistan Shavkat Mirziyoyev to the Oliy Majlis and the people country.
The event was attended by the First Deputy Minister of Foreign Affairs of Uzbekistan Bahromjon Aloev, the Ambassador of our country Alisher Tukhtaev, as well as representatives of leading analytical centers, socio-political circles, experts, political scientists, professors and the media of Pakistan.
- All achievements of Uzbekistan in recent years are, first of all, the result of a clear strategic vision, strong political will of the President and consistent policies aimed at organic and effective coordination of foreign policy with the interests of long-term national development of the country,” said First Deputy Minister of Foreign Affairs Bahromjon Aloev. – In this sense, a decisive role in Uzbekistan’s approaches to its own prospects, regional and global cooperation is played by the conceptual statements of the head of our state, doctrinal views based on in-depth analysis, and ideas that determine the strategic logic of reforms. In particular, the next historical Address of our President to the Oliy Majlis and the people of Uzbekistan, presented on December 26, 2025, became a strategically important conceptual and program document aimed at further deepening reforms on the path to building a New Uzbekistan, bringing the country to a new qualitative level and opening important milestones in development.
During the round table, participants emphasized that the large-scale reforms carried out in Uzbekistan in all areas over the past 7-8 years are a direct result of the strong political will of President Shavkat Mirziyoyev, a strategic approach based on foresight, and consistent leadership aimed at taking the state’s development to a new level.
According to representatives of Pakistani political circles and experts, President Shavkat Mirziyoyev, as the main initiator and architect of the idea of building a New Uzbekistan, is the main driving force behind reforms aimed at deep transformation of the country and turning it into an open, competitive and sustainable developing state.
During the round table, which took place in the form of an open and sincere dialogue, participants were the Urdu edition of the Message of President Shavkat Mirziyoyev to the Oliy Majlis and the people of Uzbekistan is presented.
Syed Khalid Amir Jafri, Director of the Center for South Asian Studies and International Relations:
– The Message of the President of Uzbekistan to the Oliy Majlis and the people of the country contains a clear analysis of how security, economic modernization and regional cooperation form a unified system of sustainable development. Under the leadership of President Shavkat Mirziyoyev, in a relatively short time, Uzbekistan embarked on a path of deep transformations covering the main spheres of social and economic life.
For experts and observers, the results of the reforms clearly confirm the effectiveness of the chosen path and serve as a shining example of successful transformations in the region.
The Message also pays special attention to the topic of security, which is rightly assessed as the basis of development. In his speech, President Shavkat Mirziyoyev emphasized that it is impossible to ensure sustainable economic growth and social well-being without ensuring peace and stability.
It should be noted that as a result of Uzbekistan’s pragmatic regional policy, the geopolitical and geo-economic importance of Central Asia has increased significantly. The consistent implementation of the good neighbor policy and the restoration of mutual trust have become decisive factors in solving regional problems. Tashkent has firmly established itself as a key platform for dialogue and multilateral cooperation within the framework of the SCO, the UN and consultative meetings of regional leaders. In general, the Address of the President of Uzbekistan reflects an interconnected and overall development strategy.

– I have been following the political views and practical activities of the head of Uzbekistan for many years and analyzing them. We see President Shavkat Mirziyoyev as a leader who not only opened Uzbekistan to the outside world, but also transformed the entire Central Asia through a policy of bringing countries in the region closer together, building harmony and trust.
From the very first days of his activity, the leader of your state has resolved long-standing border problems with its neighbors. If today Central Asia is considered a single region, then this, in my opinion, is only the practical result of the efforts of President Shavkat Mirziyoyev.
It should be recognized that Uzbekistan has achieved great success over the past few years. After China, among modern developing countries, Uzbekistan can serve as a striking example. It took Europe four hundred years to reach modernity, China forty, and Uzbekistan only about ten years to become the modern state it is today. These changes are observed not only in Tashkent, but also in all regions of the country.
I recently visited Uzbekistan as part of a delegation of Pakistani businessmen and personally witnessed huge changes. We were very impressed by many projects, especially the “New Tashkent” project. Over the past two years, construction in several regions has been carried out in a coordinated manner, and the pace is impressive. Pakistani companies are showing great interest in participating in the second and third phases of the project. We also got acquainted with construction projects in Samarkand and Khiva. These construction works are important because they are aimed at the sustainable development of all regions of the country. I am sure that in the next two or three years Uzbekistan will become even more modern and beautiful.

– The message of the President of Uzbekistan Shavkat Mirziyoyev to the Oliy Majlis is all the more significant because it is aimed at protecting human interests, especially strengthening the role of women in the development of society.
During During my visit to Uzbekistan last April, I witnessed the active participation of women in the life of society in your country, their effective work in various fields, in particular, from agriculture to high-tech transport systems and public administration. I am also pleased that, as part of the President’s initiatives, special attention is paid to the development of education, healthcare, entrepreneurship, science and innovation, supporting low-income families, encouraging domestic work and small businesses, as well as ensuring gender equality.
In Uzbekistan, the institution of makhalla is at the center of state policy as an important pillar of public life. This, in turn, contributes to direct work with the population on the ground, identifying and solving social problems at an early stage. The far-sighted policy of President Shavkat Mirziyoyev is based on the principle that the development of the country should be carried out not only at the level of top leadership, but also at the lowest level - the mahalla level, which is considered the basis of society.
The Message places emphasis on comprehensive support for youth and women, improving the education system from pre-school to higher and vocational education, social protection of families, legislation against domestic violence and ensuring its implementation. It is emphasized that a preventive approach to such vices as extremism, drug addiction and corruption is of great importance for ensuring the stability of society.
In addition, President Shavkat Mirziyoyev’s policy priorities include combating climate change and environmental problems, including mitigating the consequences of the Aral tragedy, providing the population with clean drinking water and introducing “green” financing mechanisms. Decisions made in Uzbekistan are implemented not only at the document level, but also through concrete practical work on the ground.
Adam Saud, professor at Bahria University:
- Indeed, the role of mahallas in the development of society is incomparable. If the mahalla is strong, then society and the state will develop sustainably.
Given that women make up almost half of the population of Uzbekistan, I would like to emphasize that their support is a priority task of state policy. In particular, I assess the high proportion of women in parliament as a practical result of reforms aimed at ensuring gender equality.
I believe that under the leadership of President Shavkat Mirziyoyev, Uzbekistan is carrying out consistent reforms, forming a modern government model aimed at ensuring social well-being, human dignity and sustainable development, and opening up new opportunities for further strengthening public diplomacy and historical ties between Uzbekistan and Pakistan.
