The progress of work and further plans in the field of statistics were considered
The meeting reviewed the work done over the past period.
In particular, by expanding interdepartmental data exchange and introducing 60 integrations, the reporting burden on business entities was reduced by 27 percent. Automatic reception of data from online cash desks of tax authorities, information on electricity and natural gas consumption, acreage and agricultural yields.
Information was presented on the work to improve the calculation of the nominal volume of gross domestic product.
Due to more complete coverage of statistics on market services, construction, agriculture, industry and budget expenditures, additional consideration was taken into account 81 trillion soums of added value. As a result, the volume of GDP at the end of 2024 increased from $115 billion to $121.4 billion.
The share of the shadow economy decreased from 50 percent in 2017 to 35 percent in 2024. In the near future, there is an opportunity to additionally cover another 79 trillion soums of the non-observed economy with statistics, reducing its share to 29 percent.
The President noted that the volume of e-commerce in the world is growing rapidly. Uzbekistan is also expected to experience high growth rates of 9–11 percent. IT services, remote services, freelancing and other new areas are developing rapidly. The national statistical system is faced with the task of fully covering these areas.
The need to abandon the practice of manual data collection when compiling the consumer price index and a gradual transition to IT solutions and artificial intelligence technologies was emphasized.
The issues of transforming national statistics into a modern system recognized at the international level were also considered.
It is noted that the international consulting company Deloitte has developed 23 initiatives and 70 projects. Their phased implementation will help improve the accuracy, efficiency and transparency of statistical data. In addition, the National Strategy for the Development of Statistics for the period until 2030 is being developed jointly with the World Bank.
Issues of preparation for the population census, which will begin in January next year, were discussed.
To date, organizational plans for 9008 mahallas have been approved, and special training courses have been conducted for more than 60 thousand representatives participating in the census “Mahalla Seven” and responsible employees.
The census will be carried out electronically - through a special portal. Data will be recorded in the portal by registering persons using tablet devices, performing door-to-door visits. The process will be controlled using a geographic information system. For this purpose, geolocations of houses and residential premises subject to registration have been generated.
The head of state was informed of the readiness of these works in the regions.
It was noted that it is necessary to improve the census processes, including developing skills in using digital platforms, developing specific solutions for the census of citizens who went abroad to work, study or on business trips, as well as integrating data collected through door-to-door and online surveys.
Noting that accurate, timely and reliable statistics are an important factor in determining government policy and implementing economic and social reforms, the President of our country instructed to continue the transformation of the sphere based on a strategic approach.
Responsible persons were given instructions on how to conduct censuses of population and agriculture at a high organizational level.
