The President of Uzbekistan spoke for solidarity, open dialogue and close cooperation between the countries of the world
On September 23, the general political debate of the 80th anniversary session of the UN General Assembly began at the United Nations headquarters in New York, at which the President of the Republic of Uzbekistan Shavkat spoke Mirziyoyev.
On the first day, UN Secretary-General Antonio Guterres, leaders of member states - President of the United States of America Donald Trump, President of the Federative Republic of Brazil Luiz Inacio Da Silva, President of the Republic of Turkey Recep Tayyip Erdogan, President of the Republic of South Africa Cyril will take part in the debate, led by the chairman of the session Annalena Bärbock Ramaphosa, President of the Republic of Korea Lee Jae-myung, President of France Emmanuel Macron, as well as heads of other countries.
At the beginning of his speech, President of Uzbekistan Shavkat Mirziyoyev sincerely congratulated the participants on the anniversary
80th session of the UN General Assembly. He drew attention to the fact that the current meeting is being held in a rapidly changing, complex global environment, which requires a new look and approaches to the activities and future of the Organization.
– Today we are witnessing a weakening role of international institutions, an increase in contradictions, conflicts and wars in the world, as well as a sharp increase in technological and social inequality, an aggravation of economic and humanitarian crises. All this is forming a completely new, alarming geopolitical reality, said the head of Uzbekistan.
The leader of our state highly appreciated the efforts of Secretary-General Antonio Guterres to preserve the UN as the main platform for achieving compromise solutions to complex and pressing global issues. Expressed support for the initiatives of UN-80 and confirmed our country’s strong commitment to the Pact for the Future.
The President of Uzbekistan also spoke for the transformation and expansion of the composition of the UN Security Council in order to more effectively combat modern challenges and threats, protect the interests of developing states.
The head of state dwelt in detail on the processes of irreversible reforms in Uzbekistan, carried out in full accordance with the Sustainable Development Goals. As it was emphasized, our country consistently continues to implement the policy of building a democratic, legal, social and secular state - New Uzbekistan.
- Our main goal is to radically change the life of every family, every citizen living in the country, ensuring human interests, his dignity and well-being, said the President.
It is noted that in recent years it has been possible to reduce the level poverty in Uzbekistan from 35 percent to 6.6 percent. This was achieved primarily through reforming the education and science sectors, creating innovative industries and technological industrial enterprises, developing green energy and modernizing transport infrastructure, comprehensive support for small businesses and, as a result, creating millions of jobs.
Preschool education coverage in the country increased from 27 to 78 percent, and higher education coverage - from 9 to 42 percent. Increasing the status and prestige of the teaching and mentoring profession remains a top priority.
In order to create a unified international platform for the exchange of experience and knowledge of teachers, it was proposed to hold a World Professional Education Summit in Uzbekistan.
Speaking about the creation of an advanced healthcare system, the leader of the country also said that at the UN headquarters, on the initiative of the Uzbek side, a high-level event dedicated to the fight against childhood cancer and other serious diseases will be held.
Touching on the topic of gender policy, the head of our state announced a further increase in the role of women in the social, political and business life of the country.
In this context, he advocated for the regular holding of the Asian Women's Forum throughout the vast region, turning it into a permanent platform.
Stressing Uzbekistan's strong commitment to achieving the Sustainable Development Goals, the President noted that by 2030 the country intends to become one of the "upper middle income" countries.
Special attention is paid to foreign policy priorities Uzbekistan. The leader of the country noted: ““Eight years ago, from this high rostrum, we declared our firm determination to transform Central Asia into a space of peace, good neighborliness and partnership. And today we can state with deep satisfaction that we have achieved this strategic goal. The era of closed borders, unresolved disputes and conflicts is a thing of the past.”
It was noted that in recent years the volume of mutual trade, investment and transport in the region has increased fivefold. Joint investment funds, border trade and industrial cooperation zones are being created, and large infrastructure projects are being implemented.
Consultative meetings of the heads of state of Central Asia have become an effective mechanism for deepening regional integration.
– I can say with confidence that today the process of forming a New Central Asia has begun. Thanks to its cohesion, stability and growing regional identity, it occupies an increasingly strong place in the system of international relations as an independent entity,said the President.
The head of state proposed implementing, together with UN structures, a number of new projects and programs in the region, in particular, holding an international forum under the auspices of ECOSOC and UNCTAD, dedicated to the development of the economies of the Central Asian states, creating, together with UNIDO, a regional hub for "green" technologies in industry, adopt programs for the rational use of water resources in the region, the formation of "green" space and ensuring demographic sustainability.
In addition, the adoption of a UN General Assembly resolution was initiated in support of the efforts of the Central Asian countries aimed at deepening regional partnership and economic integration.
In the context of global and regional security issues, the President Uzbekistan affected the situation in Afghanistan. To support the aspirations of the Afghan people for a peaceful and calm life, he called for the unified efforts of the international community, especially emphasizing the importance of preventing the isolation of this country.
It was noted that Uzbekistan plans to implement large economic and infrastructure projects in this country.
The leader of our country proposed adopting a separate UN resolution on the development of international transport and energy corridors passing through the territory of Afghanistan.
Speaking about the worsening humanitarian crisis in the Gaza Strip, the President called for a cessation of hostilities and the continuation of political negotiations.
“We strongly support the implementation of the principle of “two states for two peoples” in accordance with UN resolutions,” he said from the high rostrum of the Organization.
Expressing serious concern about the situation around Ukraine, he welcomed the start of a high-level dialogue to resolve it through diplomatic means.
Continuing the topic of security, the head of state pointed to the effective implementation of the Global Counter-Terrorism Strategy in Central Asia. It was proposed to transform the Regional Expert Council on Rehabilitation and Reintegration, created in cooperation with the UN Counter-Terrorism Office, into an International Competence Center. The center will serve as an important platform for the exchange of experience in adapting people returned from problem areas to peaceful life.
The President also announced his readiness to create the necessary conditions for opening a regional office of the UN Counter-Terrorism Office in Uzbekistan.
The leader of our country emphasized that the vulnerability of the global transport system in the current turbulent world has an extremely negative impact on the stability of developing countries that do not have access to sea.
In order to ensure the safety of international transit corridors and create efficient logistics supplies, he called for the implementation of the Global Mechanism “Strengthening mutual transport connectivity to achieve the Sustainable Development Goals.”
The President of Uzbekistan also focused on the problem of climate change, which is becoming increasingly acute. As he noted, the negative consequences of the drying up of the Aral Sea should be constantly in the focus of attention of the world community.
– We are actively working to restore the Aral Sea ecosystem. In recent years, salt-tolerant desert plants have been planted on the dry bottom of the Aral Sea with a total area of 2 million hectares. By 2030, up to 80 percent of the entire territory will be covered with green spaces,said the head of state.
Regarding the problem of water resource shortages, the President announced plans to hold the World Forum on Water Conservation in Uzbekistan. As a result of the event, it is planned to identify the water crisis as a serious threat to sustainable development, as well as to adopt a “road map” for the introduction of innovative technologies at the global level.
The President identified the increase in climate migration as another negative manifestation of environmental changes, emphasizing the lack of specific international mechanisms and legal framework for solving this problem.
In this regard, he advocated the adoption of a Global Pact on a broad international partnership and implementation of a coordinated policy on this serious issue.
In the context of ensuring sustainable development of all countries, the head of Uzbekistan drew attention to the extreme importance of closing the gap between countries in digital development and the use of artificial intelligence. In this context, it was proposed to create an International Cooperation Mechanism for the free exchange of practical solutions and artificial intelligence models in the fields of healthcare, education and culture.
– I would like to dwell on one more priority issue. Tomorrow, the fate and well-being of the world are in the hands of the younger generation. Our urgent task is to instill in the consciousness of young people the noble ideas of peace, humanism and friendship, mutual trust and respect, said the leader of our country.
In this regard, a proposal has been put forward to establish a World Youth Movement for Peace and locate its headquarters in Uzbekistan.
As the President noted, consistently implementing the policy of tolerance in society, Uzbekistan will actively continue the in-depth study and wide popularization of the ideas of enlightened Islam in the world. In the coming months, a unique Center for Islamic Civilization will open in Tashkent. It is planned to organize a special presentation at the UN of the rich spiritual and scientific heritage of our great ancestors - thinkers and scientists Imam Bukhari, Imam Termezi and Imam Maturidi.
At the end of his speech, Shavkat Mirziyoyev stated that New Uzbekistan stands for solidarity, open dialogue and close cooperation with all states of the world, and is also ready to contribute to strengthening the dialogue between peoples, cultures and civilizations, achieving the goals of humanity.
