The President of Uzbekistan spoke in favor of further expansion of practical cooperation within the framework of the Organization of Turkic States
The President of the Republic of Uzbekistan Shavkat Mirziyoyev took part in the regular meeting of the Council of Heads of State of the Organization of Turkic States on October 7, held in the city of Gabala.
The event, chaired by the President of the Republic of Azerbaijan Ilham Aliyev, also included the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the President of the Kyrgyz Republic Sadyr Japarov, the President of the Republic of Turkey Recep Tayyip Erdogan, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov, Prime Minister of Hungary Viktor Orban, Secretary General of the Organization of Turkic States Kubanychbek Omuraliev and other officials.
In accordance with the agenda, an exchange of views took place on the state and prospects of multifaceted cooperation within the Organization, and current issues of practical interaction were discussed.
At the beginning of his speech, the President of Uzbekistan expressed sincere gratitude to the President of Azerbaijan for the excellent organizing a summit in the city of Gabala, which has been one of the important trade and cultural centers on the Great Silk Road since ancient times.
–In recent years, directly on your initiative, we have visited many regions of modern Azerbaijan. We have witnessed how beautiful Karabakh is being improved more and more every day, and we see enormous creative work in the cities of Shusha, Khankendi, and Agdam. As your close friends, we are, of course, very happy about these positive processesstressed the head of our state.
It was especially noted that the signed Declaration of Peace between Azerbaijan and Armenia opens up wide opportunities for the countries of the Organization for cooperation in the fields of trade, economics, transport and humanitarian areas.
The head of our country also thanked the President of the Kyrgyz Republic Sadyr Japarov for his effective chairmanship of the ATC and his worthy contribution to taking cooperation to a new level level.
Turning to the summit agenda, the leader of Uzbekistan gave a brief description of the current international situation. It was emphasized that the current meeting is being held in the context of complex geopolitical changes and growing security threats in the world and the region.
–At the recent anniversary session of the United Nations General Assembly in New York, the speeches and approaches of world leaders once again demonstrated the lack of a common position regarding the architecture of politics and security of the modern world, said the head of our country.
In this context, he again noted the need for deep reform and improvement of the global governance system, increasing the role of the UN and the Security Council, as well as strengthening the voice of developing countries
in international affairs.
It is emphasized that the states of the Organization are negatively affected by the escalating conflicts and wars on the Eurasian continent, with no end in sight. The tragedy in the Gaza Strip, the situation around Ukraine, the Iranian nuclear program, and issues of stability in Afghanistan are of serious concern.
The head of Uzbekistan welcomed the aspirations and new plans of the leading world powers to create a fair world order, ensure mutual trust and security.
In order to deeply analyze the global situation and make the necessary decisions, it was proposed to hold joint meetings of the heads of foreign affairs departments and intelligence services of the UTG countries with the organization of the first meeting in this format next year in the city of Samarkand.
The leader of Uzbekistan also noted the growing role and importance of the Organization of Turkic States, which in a short time became one of the rapidly developing authoritative international structures. This is evidenced by the expansion of high-level political dialogue, the strengthening of mutual trust, and the active implementation of joint projects and humanitarian programs.
Today, within the framework of the UTG, practical cooperation is carried out in more than 35 areas. The volume of mutual trade is growing steadily, which is expected to double by 2030.
In the main part of his speech, the President of Uzbekistan focused on specific issues of further expanding practical cooperation.
It was emphasized that the priority task is to increase the authority and potential of the Organization, strengthening in the near future its role as a platform for effective cooperation.
–In this regard, we support the early coordination and adoption of the Treaty on Strategic Partnership, Eternal Friendship and Brotherhood between the Turkic States. Of course, as the main political document for the development of our cooperation, this important agreement will serve as a solid basis for the further rapprochement of our fraternal peoples and bringing practical ties to a new levelsaid the leader of the country.
In order to expand and accelerate the dynamics of a multifaceted partnership, it was proposed to develop a Strategy for the Development of OTG until 2030 and a separate “road map” for its implementation. The need to reflect the following specific areas and measures in these documents was noted.
Firstly, the development of trade and economic relations and the deepening of industrial cooperation.
The President of Uzbekistan again advocated the formation in the near future within the framework of the UTC of a Space of new economic opportunities, providing for the creation of the most favorable conditions, legal framework and infrastructure for trade, business and mutual investments.
In order to consistently develop practical cooperation and develop specific projects, in particular, coordination of plans within the framework of the Turkic Investment Fund, the importance of establishing the Permanent Council of Turkic States for Economic Partnership was noted. This structure, operating on a permanent basis, could be headed by deputy prime ministers of the countries of the Organization. It is proposed to locate the Council's project office in Tashkent.
As the head of Uzbekistan noted, the constant attention of the Council should include issues such as:
- the creation of an Industrial Alliance of Turkic States and thereby promoting cooperation projects of leading companies in the field of mechanical engineering, mining, electrical engineering, petrochemicals, pharmaceuticals, light industry, food industry, production of building materials;
– implementation of the electronic system “Turkic Green Corridors” in order to further increase the volume of mutual trade and bring technical regulations closer together;
– creation of the “Green Transformation” consortium for the joint implementation of projects on “green” energy, “green” hydrogen and ammonia, attraction of advanced technologies, standards and competencies, widespread introduction of public-private partnership mechanisms;
– development of a strategic mineral resource base with production of products with added value.
At the same time, the importance of adopting a practical Cooperation Program based on the principle of “raw materials - processing - science and technology - finished products” is emphasized.
Secondly, ensuring food security. Given their potential, UTC countries can become world leaders in the production and supply of organic agricultural products.
According to FAO analysis, today the global market for organic products exceeds $225 billion, and this figure is expected to grow by 10 percent annually in the future.
For the production of high-quality and in-demand organic products, the need to strengthen scientific research and selection has been noted. industrial cooperation and logistics connections.
–In the future, our organic products could enter the world market under a single brand. In this regard, we propose to create an Expert Working Group under the control of the ministers of agriculture of our countries, select the first “pilot” projects and implement them, the head of Uzbekistan noted.
Thirdly, strengthening transport connectivity and pursuing a coordinated policy in the development of international transit corridors.
Having supported plans for the consistent development of the Middle Corridor, the leader of our country emphasized the importance of ensuring the competitiveness of this route and creating the most favorable conditions for the business community.
In this context, the use of optimal transit tariffs, the development of modern transport infrastructure and the introduction of digital customs procedures will be of great importance.
In the case of connecting the Middle Corridor with The China-Kyrgyzstan-Uzbekistan railway under construction and the promising Trans-Afghan corridor will create a diversified, strategic highway system in a vast region.
All these initiatives related to the transport sector are planned to be comprehensively discussed within the framework of the International Forum on Multimodal Transport, which will be held in Tashkent on November 12.
Fourth, the introduction of effective financial instruments for the implementation of large-scale industrial and infrastructure projects.
The President of Uzbekistan spoke in favor of expanding the activities of the Turkic Investment Fund, adopting a Strategic Cooperation Program with the IDB, EBRD and other international and national financial institutions.
Fifth, the development of artificial intelligence, digitalization and creative economy, which are becoming important drivers of sustainable development.
To combine efforts in these areas, it is proposed to adopt a “road map” for the implementation of projects in the field of artificial intelligence and the creative economy.
The head of state also took the initiative to hold the International Exhibition of the Turkic World in Uzbekistan.
Sixthly, bringing cooperation in the field of science and education to a new level based on the principle of “Enlightenment against ignorance.”
It was noted that in 2025-2026 our country will chair the Union of Turkic Universities, uniting more than 100 educational institutions. Next week the General Assembly of the Union will be held in Tashkent.
During its chairmanship, Uzbekistan intends to hold “Days of Turkic Science and Innovation.”
The President of Uzbekistan also announced that in order to strengthen cooperation in the scientific and educational sphere and stimulate the research of talented scientists, the International University of Turkic States is starting to operate in our country. The head of state proposed to develop on its basis a Program to support joint research.
Seventhly, preventing the spread of alien and destructive ideas among young people.
In this regard, it was proposed to adopt an Action Plan to combat extremist and radical ideology in the Turkic states.
Uzbekistan will also continue close dialogue aimed at combating all manifestations of Islamophobia.
In addition, it was noted that an important step would be the development within the Organization of joint measures for environmental education of youth.
The leader of Uzbekistan also drew attention to another important issue.
–Next year we We will widely celebrate the 585th anniversary of the great poet and thinker Alisher Navoi and the 885th anniversary of the great Azerbaijani poet Nizami Ganjavi. In order to further popularize their ideas of humanism, friendship and brotherhood, priceless literary heritage, we propose to hold an international scientific conference “Creativity of Nizami Ganjavi and Alisher Navoi in the spiritual life of the Turkic world,” said the head of our state.
Heads of delegations of foreign countries also spoke during the meeting.
As a result of the summit, a package of joint decisions and documents was adopted aimed at further expanding mutually beneficial cooperation between the member countries of the Organization.
