The President visited modern medical facilities in Samarkand
President Shavkat Mirziyoyev got acquainted with the activities of the Samarkand branches of the Center for Digital Health and the Republican Specialized Scientific and Practical Medical Center of Cardiology.
Over the past year, work on the digitalization of medicine in our country has reached a radically new level. In order to systematically establish this activity, a Center for Digital Health was created within the Ministry of Health.
The President was presented with the work carried out in the Samarkand branch of this center. The progress of digitalization in medical institutions of the region, software solutions and artificial intelligence technologies used to collect and process data on diseases, patients and medicines, as well as the practical results these technologies provide, are described in detail.
In particular, in the healthcare sector, a unified electronic information platform DMED was launched, into which medical data of more than 36 million citizens was entered. Electronic management has been introduced in the emergency medical service, which has reduced the time it takes teams to respond to calls.
In addition, thanks to the introduction of the “Electronic Prescription” system, the number of cases of unjustified prescription of drugs has decreased by 40 percent, and the circulation of medicines has become more transparent.
Public medical institutions throughout the country have been equipped with modern information and communication equipment, and a unified digital infrastructure. More than three thousand medical institutions are connected to local networks. Thousands of new computers were purchased, which made it possible to significantly update and strengthen the technical base of the system.
The President emphasized the importance of ensuring, through digitalization, the state's access to all health-related analytical data, which is an important tool for determining priority areas for the development of medicine, the correct allocation of funds and resources, regulating the circulation of medicines and eradicating corruption. Responsible managers were given instructions to systematically continue to work in this direction.
The head of state also noted that with regular in-depth analysis of the flow of patients, the structure of morbidity and the quality of treatment, the efficiency of the entire system can be significantly increased.
Issues of ensuring transparency and streamlining the issuance of medicines, as well as simplifying licensing processes were considered.
In our country, special attention is paid to the early detection of cardiovascular diseases and the expansion of high-tech medical services. As in all regions of the country, the Samarkand branch of the Scientific and Practical Center of Cardiology was completely updated and acquired a modern look.
A total of 52 billion soums were allocated for the development of the center, and a large-scale reconstruction was carried out. Today, the center has turned into a medical facility with 100 beds and is equipped with 262 types of medical equipment.
To expand territorial coverage, a mobile diagnostic system was introduced, thanks to which about seven thousand patients underwent coronary angiography. As part of the project, an intensive care unit, a situation center and a waiting room were also created in a modern look.
The center also pays great attention to personnel training together with Samarkand State Medical University. A clinical residency in cardiac surgery has been opened, which helps improve the skills of local specialists.
Thanks to new opportunities, the range of high-tech medical care has significantly expanded. In particular, the number of cardiovascular operations over the year increased from 383 to 590.
During the presentation of the national program “Combating Heart Attack and Stroke,” information was provided on the statistics of cardiovascular and cerebrovascular diseases, five-year dynamics of incidence, national programs that meet European standards, as well as the results of the pilot project.
Information was also presented here about the patient routing system developed for the early detection, prevention and treatment of cardiovascular diseases and strokes.
The President emphasized that such centers play an important role in improving the quality of medical care and improving public health, and the experience created in Samarkand needs to be extended to other regions.
This concludes the trip of the head of state to the Samarkand region ended, President Shavkat Mirziyoyev returned to Tashkent.
