Objectives and plans in the field of labor migration are presented
On November 18, President Shavkat Mirziyoyev was reported on improving the system of external labor migration and organizing migration processes based on international standards.
Thanks to the systematic work carried out in our country in recent years to ensure organized employment of citizens abroad, the labor market is diversifying, citizens are traveling abroad mainly for high-paying jobs. As a result, despite the reduction in the number of citizens working abroad compared to 2016, the volume of funds sent by them increased from $3.8 billion to $15.8 billion at the end of ten months of 2025.
At the presentation, it was noted that there is a high demand for qualified specialists in the international labor market. At the moment, orders have been placed for 140 thousand specialists, but significant work remains to be done to train workers who meet the requirements for language and professional skills. In addition, due to the dispersion of labor migration services, citizens have to face various inconveniences.
For this purpose, the task has been set to streamline services in the field and unify all processes according to the “one window” principle.
A “Center for Preparation for Work Abroad” will be created in the Uchtepa district of Tashkent, and in Termez is a single center for migration services. German and Japanese language schools will be opened in the Yashnabad district of the capital together with international companies.
It is noted that in recent years the migration flow to European countries has increased 4 times. The importance of strengthening the legal protection of citizens working there was emphasized. Currently, there are no agreements on labor migration with a number of European countries. The President instructed to speed up the development of relevant intergovernmental documents.
It is also planned to increase the number of attachés on labor migration and representative offices of the Migration Agency under the Cabinet of Ministers abroad, and to open mobile offices of visa centers in the regions of our country.
During the presentation, the issue of digitalization of migration services was also considered.
At The Khorizhda Ish platform provides 25 types of services; since the beginning of this year, 524 thousand citizens have used online services. However, not all services are digitalized.
The President noted the need to further improve service delivery processes by introducing artificial intelligence technologies into the system. Information is provided on plans to introduce biometric identification on the platform, services for monitoring vacancies abroad in real time and remote consultation of citizens. It was proposed to create a situation center at the Migration Agency, which would provide operational assistance to citizens around the clock.
Increasing cases of illegal migration and fraud in the provision of consulting services were noted. In this regard, in order to increase the legal literacy of migrant workers, it is proposed to install interactive information kiosks on migration issues at international airports, as well as to increase the amount of fines for consulting organizations operating without a license. It was instructed to study the issue of introducing liability for organizing and facilitating illegal migration into the Criminal Code.
The head of state approved the proposals presented and gave additional instructions to officials to improve the convenience, safety and transparency of labor migration processes.
