The results of reforms and priority tasks in Andijan region were discussed
President Shavkat Mirziyoyev held a meeting on February 12 on the socio-economic development of the Andijan region and priorities for 2026.
At the beginning of the meeting, it was noted that Andijan is the most densely populated region of the country. More than 3.5 million people live in the region, about 80 thousand children are born annually. In an environment of limited land resources, every hectare of land, every project and every investment must provide high added value and create sustainable jobs. It was emphasized that this is the key task of the regional leadership.
At the end of 2025, the gross regional product amounted to 107.7 trillion soums, an increase of 6.8 percent. In industry, growth was recorded by 7.2 percent, in the service sector - by 15.1 percent, in agriculture - by 4.7 percent.
In 2026, it is planned to ensure growth of the economy and industry by 8 percent, the service sector - by 16.3 percent, and agriculture - by 5.9 percent. It is planned to increase the volume of foreign investment from $2.5 billion in 2025 to $3.5 billion in 2026, and exports from 1.3 to 1.5 billion dollars.
If 383 thousand people were employed in 2025, then in 2026 489.5 thousand residents will be employed, the unemployment rate will be reduced to 3.6 percent and the poverty level to 2.4 percent.
The task has been set to transform Asaka, Altynkul, Khojaabad, Shahrikhan districts and the city of Andijan into territories free from unemployment and poverty. In areas with difficult conditions - Buston, Pakhtaabad and Ulugnor - it is necessary to reduce the poverty level by at least half.
It was noted that this year it is planned to launch projects worth $798 million in the region.
In particular, three micro-industrial centers specializing in the production of leather and footwear products, construction materials and equipment will be created in the Asaka, Bulakbashi and Shakhrikhan districts. In 110 rural settlements, as well as in 26 border and remote mahallas, projects for processing agricultural products, creating small refrigerated warehouses and developing micro-industry will be implemented.
Special attention is paid to the inefficient use of more than 100 hectares of free land in the Ipak Yuli free economic zone in the Andijan region. In conditions of limited land resources, it is necessary to make maximum use of areas with ready-made infrastructure to accommodate projects with high added value and create thousands of jobs.
Significant attention is paid to the development of agriculture. This year, to increase yields in cotton growing, it is planned to expand the area under foreign varieties and introduce an advanced sowing scheme “76x10”, as well as purchase 472 units of new equipment. Two thousand hectares of low-yielding old gardens will be transformed into intensive ones, 6.8 thousand hectares of land will be returned to economic circulation.
As a new approach, backyard schools for floriculture will be created in the Altynkulsky district, in Izbaskansky - for growing seedlings, in Asaka - for greenhouse farming, in Kurgantepinsky - for vegetable growing, in Bulakbashi - in viticulture.
In 2025, the region was visited by 460 thousand foreign and 1.8 million domestic tourists. This year it is planned to increase the number of foreign tourists to 700 thousand, and domestic tourists to 2.5 million.
For this purpose, a separate directorate will be created for the development of tourist centers “Shirmonbulok” in the Bulakbashi district, “Imam ota” in the Khojaabad region and a tourist zone in Khanabad. In 91 mahallas, connected by the central streets of cities and districts, shopping, entertainment and recreational facilities will be equipped.
It is noted that the housing issue in Andijan remains particularly relevant. This year, it is planned to build 54 apartment buildings in the Yangi Uzbekiston area and another 158 such houses in other locations.
The introduction of the “land ready for construction” system will reduce the time frame for launching projects from 120 to 30 days. A pilot implementation of modern housing construction using this model will begin in the Jalakuduk region.
There are 11 higher educational institutions in the region, in which more than 94 thousand students study, and 46 thousand students master professions in 56 technical schools. Measures have been identified to increase the scientific potential of universities and expand the coverage of dual education.
The initiative to attract leading private educational organizations to teach foreign languages in medical schools and promote the annual employment of more than 4 thousand young people in European countries was supported.
In order to support youth, it was proposed to provide subsidies of up to 41 million soums from the Yoshlar fund daftari" to talented children from families not included in the social register, to implement their initiatives in the field of sports, culture and art. The President instructed to begin the implementation of this procedure in the Andijan region.
At the end of the meeting, the head of state emphasized that the implementation of the planned tasks should lead to concrete and tangible changes in the lives of Andijan residents, and gave corresponding instructions to those in charge.
