Technology integration and joint research: priority tasks of cooperation between Uzbekistan and China
- Agreement “On Cooperation in the Field of Postal and Telecommunications”, signed on November 8, 1999 in Beijing between the governments of the Republic of Uzbekistan and the People’s Republic of China;
- Agreement “On cooperation in the field of communications and information technology” between the Ministry of Digital Technologies of the Republic of Uzbekistan and the Ministry of Industry and Information Technology of the People's Republic of China, signed on May 25, 2005 in Beijing;
- Contracts concluded by Uzbektelecom JSC with leading Chinese companies. Among them:
• inter-operator agreement of 2006 between Uzbektelecom JSC and China Telecom on the provision of direct transit services via communication channels and lease of dedicated channels;
• agreement between Uzbektelecom JSC and China Unicom dated June 25, 2015 on international telecommunications services;
• agreements signed in June and July 2023 between Uzbektelecom JSC and Tencent;
• “Declaration of Joint Venture” between UZINFOCOM LLC and H3C Technologies Co. LTD."
The wide scope of cooperation areas reflects China's high interest in Uzbekistan. Thus, in 2016–2025, Uzbektelecom JSC implemented large-scale projects to develop telecommunications infrastructure with the attraction of foreign direct investment and loans from Chinese financial institutions totaling about $700 million.
Within these projects:
- more than 27 thousand base stations were put into operation according to the GSM/UMTS/LTE/HR standard;
- Modern equipment has been installed to provide broadband services to over 3 million subscriber ports;
- a transport network has been created throughout the republic with a capacity of 40 Tbit/s;
- data processing and storage centers with a total capacity of 11.2 PB were commissioned.
In addition, in 2017–2023, mobile operators Beeline (Unitel), Mobiuz (UMS) and Ucell (Coscom) together with Chinese companies implemented a number of projects worth more than 500 million US dollars.
Most government services have been transferred to electronic format, which is significant simplified their receipt for citizens. In particular, together with the Huawei company, a project was implemented to create a data processing center for the Electronic Government system worth 58.4 million US dollars.
Significant results were also achieved in the field of outsourcing and export of information technologies. By the end of 2024, 13 companies with Chinese capital participation have been registered as residents of the IT Park, including SOLUXE CONSULTING, ZTE China and ONE Cloud China Tech, which are export-oriented. At the end of 2024, they exported services in the amount of 455.4 thousand US dollars, and as of the second quarter of 2025 - for 632.1 thousand US dollars.
At the end of the second quarter of 2025, the number of companies exporting services to China reached 24. Among them are MONTFORT CA, FINANCIAL CHAIN CORPORATION", "SOLUXE CONSULTING" and others. During this period, the volume of exports of services to China amounted to 7.4 million US dollars (at the end of 2024 - 2.7 million US dollars).
To further expand cooperation, the IT Park delegation took part in the Huawei Cloud Go Global Summit 2025 event, held on March 23–26, 2025 in Chongqing. As part of the event, General Manager of the IT Park J. Park made a presentation on the topic “Development of the IT industry of Uzbekistan and the created conditions for IT companies in the republic.”
In addition, the delegation held negotiations with a number of Chinese IT companies, including Renrui Human Resources Technology Holdings Limited. During the negotiations, the issue of launching a call center in Samarkand as part of the “Zero Risk” program was discussed. This company registered in Uzbekistan as “RENRUI CA SERVICES” and on June 17, 2025 received IT Park resident status.
