First of all, I am very glad to meet with you on the eve of the greatest, most precious holiday - the 34th anniversary of the independence of our Motherland.
Today we can proudly say that every job created in the country, every enterprise built, every service that makes the life of our people easier, every product exported is the fruit of your tireless work, initiative and search.
Our meeting today is not just a forum, but a platform for lively and sincere dialogue, serving to strengthen mutual trust between the state and business.
We must not forget one truth. Every sphere, every region, every mahalla will develop and improve if the entrepreneur who works is heard and expressed confidence in him.
Therefore, today we will listen to you. Together we will discuss issues resolved with your participation and agree on specific ways to solve emerging problems.

From the first days of reforms, having become your like-minded people, we began to build a New Uzbekistan with a powerful economy, a competitive industry, a stable financial system, attractive to investors in all areas.
To be fair, over the past eight years, thanks to persistent, hard work, we have revived many sectors of our economy.
Please note that during this period, 230 billion dollars of investments were attracted, of which more than 120 billion were foreign investments. These numbers, which are easy to pronounce, were previously impossible to even imagine. But we managed it.
At a time when the world economy is undergoing an extremely difficult period due to various conflicts and confrontations, thanks to our pragmatic and proactive policies, our economy grew by 7.2 percent in the first half of the year.
As you saw on the screen, all our successes are, of course, the fruits of our painstaking work labor.
Over the past period, thousands of micro and small enterprises, effectively taking advantage of the conditions created in a short time, began to compete with large companies.
For example, 1,600 micro-enterprises had a turnover of more than 10 billion soums in a year, and they immediately became part of medium-sized enterprises, and 143 had a turnover of over 100 billion soums, and they became large enterprises. Another 122 small enterprises, having made a breakthrough, entered the ranks of large business.
Last year, there were 203 enterprises in the country with a turnover of more than 1 trillion soums. Over the six months of this year, another 47 enterprises joined their ranks, reaching the milestone of 400–500 billion soums in six months. If they succeed, by the end of the year they will also join the ranks of the “trillionaires.”
Due to the use of new mechanisms to bring business out of the shadows at 139 thousand enterprises, the number of jobs increased by 811 thousand, from 2.2 to 3 million. At 273 thousand enterprises, the wage fund was increased by 22 percent, or 4.6 trillion soums.
If last year in the private sector the average salary was 4 million soums, today it is close to 5 million soums.
Why am I giving these examples? Our people, learning the secrets of business, became entrepreneurs, and a steadily developing new business community was formed in the country.

By tradition, this year 49 of our most advanced and dedicated entrepreneurs - from representatives of small businesses to managers of large enterprises - were awarded state awards, 112 - the "Faol" badge tadbirkor". Among them there are also scientists who, with their knowledge, make a great contribution to the development of business.
Over the past year, another 52 successful entrepreneurs, skilled farmers and farmers, and proactive investors were awarded orders and medals.
It is gratifying that the ranks of generous-hearted entrepreneurial sponsors who build kindergartens and schools, hospitals, and provide assistance to those in need are growing. families, support for youth. Business representatives who create conditions for attracting children to sports, assist young people in achieving high results at world and continental Olympic and Paralympic Games, and other international competitions, are truly selfless people.

In preparation for today In an open dialogue, separate meetings were held with about 7 thousand representatives of 26 spheres. More than 13 thousand requests and initiatives were received through the Call Centers.
In the current difficult conditions, taking into account the value of every day, even before holding an open dialogue, I found solutions to the accumulated problems in the export of fruits and vegetables and the textile industry.
Last week we also announced major innovations that provide the most favorable conditions for entrepreneurs in stimulating the removal of business from the “shadow”.
Firstly,there are about 300 thousand individual entrepreneurs operating in the country, another 5.5 million are self-employed persons.
Our main goal is to assist such entrepreneurs who started their business with a small project and have accumulated experience and skills in business, to help them become owners of strong enterprises with 50-100 employees people.
Therefore, last week I signed a decree introducing a special legal regime for individual entrepreneurs and self-employed persons until 2030.
Now digital platforms will be created to provide such entrepreneurs with all services - from registration to reporting. At the same time, entrepreneurs can sign the necessary documents through remote biometrics and “SMS messages” without an electronic key.
It will be possible to pay employees wages through an electronic wallet with a daily, hourly payment.
There are more than 40 electronic payment organizations in the country, and the population uses convenient mobile applications. This is the best tool for stimulating non-cash payments.
From now on, starting November 1, entrepreneurs will be provided with a universal “QR code” that allows making payments through all mobile payment applications.
All entrepreneurs with an annual turnover of up to 1 billion soums from January 1 next year will be transferred to paying the same tax of 1 percent with turnover.
For example, an individual entrepreneur with a turnover of up to 100 million soums instead of a fixed tax of up to 12 million soums per year will pay no more than 1 million soums. Or, say, if an entrepreneur with a turnover of 100 million to 1 billion soums previously paid 30-40 million soums, now his tax burden will decrease by 3-4 times.
In general, thanks to the created conditions, 1 trillion soums remain in the accounts of individual entrepreneurs per year, imagine 1 trillion soums. This is another additional resource for small businesses, another opportunity for individual entrepreneurs to take their business to the next stage.

Secondly,last week we met with representatives of more than 200 textile enterprises, announced initiatives to support the sector worth 7 trillion soums.
In the coming days, a “reliable exporter” program will be launched in the textile industry and a pre-export financing system will be established; $200 million will be allocated for this.
This will also be implemented in the field of electrical engineering, the production of building materials, the food industry, and pharmaceuticals, which have high export potential, but where the existing opportunities are not fully exploited. For working capital, entrepreneurs in these areas will be allocated $500 million.
In each industry, 10 types of competitive products with guaranteed quality will be awarded the “Uzbekistan Ramzi” quality mark, and a large-scale information campaign will be launched to promote them in the world. At the same time, the expenses of well-known brand managers, marketers, and PR managers who popularize our products in the expensive markets of the USA, Europe, Japan, and Korea will be covered.
Textile industry entrepreneurs who intend to expand and, for this purpose, relocate their enterprises from the capital and regional centers to areas where there is a lot of labor resources and unoccupied land areas, will be issued a loan of up to 10 billion soums.
If entrepreneurs from other industries who have production that requires a large amount of labor also come up with a similar initiative, I am also ready to support them.
In order to provide raw materials at an affordable price, products such as mixed linen and fabrics are exempt from customs duties until January 1, 2028.
However, similar problems exist in other industries. World Bank experts also note the need to stimulate production through tariff policy.
In preparation for an open dialogue, 130 requests in this direction were received from entrepreneurs in all industries.
Deputy Prime Ministers Zh. Kuchkarov, Zh. Khodjaev, and heads of industrial associations responsible for the economy and investments are present in the hall.
Before November 1, it is instructed to study the needs of each industry, territorial enterprises, revise tariffs for other raw materials and components, and report on the results.
From now on, when importing, certificates of conformity will be issued not for each batch, but for the volume specified in the contract.
Fluctuations in foreign markets and interruptions in logistics as a result of the unstable situation in some regions of the world lead to delays in export earnings.
Under these conditions, entrepreneurs who are already losing money because of this are forced to pay fines for overdue receivables. This issue was raised by many textile enterprises and exporters of fruits and vegetables and asked for preferences.
Due to the fact that the problem concerns all exporting enterprises, I decided to announce the introduced innovation during an open dialogue.
From now on, a one-year “moratorium” is introduced on the assessment and collection of fines for overdue export debts from enterprises without a state share.
For 1.7 trillion soums have been allocated this year to improve industrial infrastructure in the regions. Next year, we will increase spending on this by 25 percent and bring it to 2.1 trillion soums.
In addition, given that the number of entrepreneurs in the capital is increasing every day, we will allocate another 2 trillion soums to improve the operation of power grids.
With the steady growth of our economy, the demand for new infrastructure will also grow. More and more entrepreneurs are creating external infrastructure for their enterprises at their own expense. Now these expenses will be deducted from the tax base.

The other day I signed a Decree in other areas of entrepreneurship. On your new proposals made during the current dialogue, a resolution will also be issued within three days.
All the initiatives I have now expressed will come into force today.
Thirdly,we will dynamically develop the service sector, which is one of the most effective areas where jobs and income are created the fastest.
Since the beginning of the year, about 7 million foreign tourists visited our country, 15 million of our citizens made domestic tourist trips around the country.
In the next 3-4 years, the annual flow of foreign tourists is expected to reach at least 15 million. In this regard, we will begin to implement a new program for the development of tourism.
In the next three years, a total of 5 thousand hectares of land will be auctioned for the creation of hotels and tourism facilities. At the same time, entrepreneurs intending to build a hotel will not be charged a fee for acquiring land. With this amount, the state will enter into the project as a shareholder. Entrepreneurs can buy out this share at any time within 10 years. If the entrepreneur expresses a desire to pay the cost of the land from the very beginning, he will be given a 20 percent discount.
For the construction of the hotel, a preferential loan will be allocated for a period of 7 years, including a 2-year grace period. In regional centers and 36 districts specializing in tourism, its size will be up to 30 billion soums, in other regions - up to 10 billion soums.
Many entrepreneurs acquire government facilities and private buildings and convert them into hotels. Now the subsidy provided for new hotels will also be provided to them.
Now hotel owners say that they are forced to pay a tourist tax for each tourist of up to 62 thousand soums per day.
From now on - with the exception of the city of Tashkent, regional centers and large tourist areas - hotels in no other place will pay this fee.
According to the current procedure, the daily permitted limit for the reception of tourists by family guests is no more than 10 people. Now this figure will be doubled.
And one more question. As you know, foreign tourists mainly have information about international brand hotels and are accommodated there.
Let's hold a competition among domestic hotels and family guest houses. If there is a competition, entrepreneurs from different regions will get to know each other, hold presentations of the conditions they offer for tourists, and will study new trends in this business.
Moreover, if we determine a bonus fund of $1 million and annually award hotels that have attracted the attention of tourists and have received the largest number of positive reviews on such prestigious international platforms as Booking Com, Trip Advisor, then, I think, this will be a good incentive for hotels working on quality.
A territory where there is good infrastructure attracts entrepreneurs like a “magnet”; service there is rapidly developing, as confirmed by the work done in Miraki.
In this regard, by creating infrastructure, we will increase the number of large tourist centers. In the Korabog mahalla in Chartak, in the villages of Chimyon in the Fergana region, Omonkhona in the Baysun region, Nurbulok in the Nurabad region, large resort areas will be created on the basis of the master plan on 300-500 hectares, providing services 12 months a year.
150 million will be allocated for infrastructure as part of the implementation of these projects dollars. As a result, at least 20 thousand business entities and 100 thousand new jobs will appear in the trade and service sector.
Along with this, 1.1 trillion soums have been allocated this year for the accelerated development of 16 districts.
Such approaches are also recognized by the World Bank, which allocates $250 million for the development of the sector.
In the future, we will carry out similar work in other areas and will allocate another $500 million for these purposes. This will create a great opportunity for entrepreneurs in the areas of industry, service, construction, conditions for the creation of hundreds of thousands of jobs.
70-80 percent of business representatives have a need for additional space. However, rapid changes in lease terms are having an impact on their future plans.
Starting next year, government assets will be leased for five years. The contract can only be terminated if the tenant expresses his will or fails to fulfill his obligations.
Frankly speaking, the Rent Law adopted in 1991 was mainly aimed at protecting the interests of government agencies. Therefore, a new version of the law will be developed, which will protect the rights of both the landlord and the tenant.
Due to the opening of wide opportunities for the private sector in education, over the past eight years, the number of private kindergartens has increased 120 times and reached 31 thousand, and the number of schools has increased 22 times, reaching 645.
Now entrepreneurs in 80 districts with coverage kindergartens below 70–80 percent, we will provide preferences.
First of all, on the free lands of kindergartens and schools in these areas it will be allowed to build preschool educational institutions on the basis of private partnership. At the same time, land rent will not be collected from entrepreneurs for 30 years; they will be provided with a subsidy for half the expenses provided for each child in state kindergartens.
Entrepreneurs who have expressed a desire to organize kindergartens in other places in these districts will be provided with an 18 percent preferential loan for a period of 7 years in the amount of up to 5 billion soums, land will be allocated free of charge with the condition of maintaining their activity profile, the social tax for them will be set at 1 percent, and the costs of paying teachers will be compensated for up to three years.
The vast experience accumulated in private medicine, new technologies, qualified personnel - this increases the attractiveness of this area for entrepreneurs and encourages them to improve quality. This can also be seen in the increase in the number of private clinics over 7 years from 3.5 thousand to 8.5 thousand. I am glad to see at today’s event dozens of entrepreneurs who have achieved great success in private medicine. I believe that together with you we will turn Uzbekistan into a high-tech medical hub in the region. What other conditions are needed for this, I am ready to provide everything. In particular, in border areas we organize medical clusters, including clinics, rehabilitation centers, hotels and laboratories. A preferential credit line of $200 million will be opened to equip them with modern equipment. At the same time, entrepreneurs who have created medical clusters will be provided with affordable loans at a rate of 17 percent for a period of 7 years, including a grace period of 3 years.
The most important tool for supporting business is financial services. We are working hard to expand entrepreneurs' access to financial resources.
There are many entrepreneurs who are looking for financing for good projects, and there are enough people willing to make their investments.
In accordance with the current procedure, limited liability companies are required to make the investor the founder. However, not everyone likes it. As a result, the main burden of resources still falls on the shoulders of banks.
Now an investment platform will be launched to raise funds for the project in a simplified manner. At the same time, all enterprises will post their projects on this platform, and potential investors will be able to select the desired project and invest. Most importantly, the investor will not be a founder, but a partner as a shareholder, the invested funds will be guaranteed to be protected.
Entrepreneurs through this new system will be able to attract an additional $1 billion per year.
Today, more than 600 startups operate in Uzbekistan. Eight years ago their number could be counted on one hand. Please note that in seven months, startups attracted a record amount of foreign investment - $264 million. This is 4 times more than for the whole of 2024.
Therefore, we will continue to strengthen our work to support startups. 1 thousand youth startup ideas will be commercialized, of which 200 will be introduced to the international market. We will bring the most advanced technologies and turn 100 domestic startups into attractive businesses at the international level. $100 million will be allocated for this.
Starting this year, the Young Entrepreneurs Championship will be held. The best 100 ideas will be selected, each startup will receive investments of up to 1 billion soums. Experts in financial and marketing services will be reimbursed to develop these projects into brands.
If we award the winners on August 20 - Entrepreneurs Day, I think this will also become a great motivation for young entrepreneurs.
As a result of creating broad conditions for the development of IT, fintech and startups, the number of marketplaces has grown from 24 to 163 within three years. Our entrepreneurs and artisans have learned to export their products through digital platforms. They asked to introduce a VAT refund for goods sold abroad on national and foreign marketplaces, similar to traditional exports.
Zh. Kuchkarova, Sh. Kudbieva to approve this procedure within a month and put it into practice.
In general, we will adopt a five-year strategy to increase the number of fintech startups and their comprehensive support. At the same time, to develop digital financial services, we will introduce a new “open banking” ecosystem, which will become a bridge between banks, fintech companies and startups. Due to this, in the coming years, the volume of investments in start-up projects will increase 10 times compared to the current one.
This year, our country's banks are raising $6 billion to finance entrepreneurial projects.
Next year, banks plan to attract $1 billion in resources on preferential terms specifically to support small and medium-sized businesses. In general, over two years, banks will allocate 250 trillion soums to this area.
The Entrepreneurship Development Company will provide preferential loans of up to 10 billion soums through banks to increase the number of so-called “champion entrepreneurs.”
For projects in the field of production, service and green economy, the company will refinance commercial loans up to 500 million soums. As a result, the interest rate on loans for more than 100 thousand entrepreneurs will annually decrease to 6 percent.
For those who timely fulfill their obligations under previous loans and used the company's guarantee, the amount of the new guarantee will be increased by 1.5 times. Now large entrepreneurs will be able to receive a company guarantee in the amount of up to 10 billion soums.
The simplified scoring system has already allowed about 100 thousand entrepreneurs to receive new loans and expand their activities. Banks have about 500 thousand more clients with an “average” credit history, who, with additional support, will be able to demonstrate rapid growth.
Now, when assessing solvency within the framework of scoring, data such as discipline on tax and utility payments, official revenue and export operations will be taken into account.
From next year, the Central Bank (T. Ishmetov) will introduce an alternative scoring model, which will further simplify the conditions for obtaining loans.
Fourth. Many entrepreneurs remember that when such open dialogues began, the main request was a reduction in tax rates.
In recent years, major changes have been made, which is confirmed by surveys: 79 percent of the population and entrepreneurs noted a significant improved business conditions over the past five years. At the same time, justified questions regarding tax administration continue to be received.
Sh. Kudbiev held 20 meetings before the current dialogue and made a number of proposals.
According to the current procedure, enterprises with an annual turnover of more than 10 billion soums are required to pay advance payments for income tax, which created difficulties with working capital. Now this procedure will apply only to companies with a turnover of over 20 billion soums. Thanks to this, about 14 thousand entrepreneurs will be able to additionally leave about 1 trillion soums of working capital at their business disposal.
We have reduced the value added tax rate to 12 percent, and the number of companies operating in this system is growing. However, many still have concerns: the transition to VAT will lead to more complicated calculations, the need to hire an accountant and increased costs.
In this regard, enterprises switching from a single tax to VAT will be exempt from income tax for one year. Even if there are errors in their reporting, no penalties will be applied. In addition, part of the accountants' salaries up to 5 million soums for six months will be deducted from the tax payments of the companies themselves.
During tax audits, errors and shortcomings amounting to 16 trillion soums were identified for more than 20 thousand entrepreneurs.
This will negatively affect their entrepreneurial rating. Therefore, a kind of “amnesty” is declared: no penalties will be applied, entrepreneurs are given until November 1 to voluntarily correct all violations. From this day on, businesses will be able to begin rating “from scratch.”
Two years ago, we introduced a system in which the accounting of turnover tax payers is carried out by the tax authorities themselves. Now such services will expand.
Starting next year, entrepreneurs will be freed from the obligation to independently prepare reports on land, property, social and income taxes. Tax authorities will prepare these reports independently and free of charge. Entrepreneurs will have 5 days to make corrections.
Today, fines for late submission of reports are the same for both small and large businesses, and separately for each type of report.
Sh. Kudbiev will create a system according to which, from November 1, a single fine will be introduced regardless of the number of unsubmitted or overdue reports. At the same time, the size of fines for small businesses will be reduced by 3 times.
Fifth. Where the rule of law reigns, business develops and an attractive investment environment is formed.
As I noted at the beginning of my speech, a stable class of entrepreneurs has already formed in our country. These are not just businessmen, but active investors making a significant contribution to the development of the economy and regions. Along with traditional investments, modern instruments are actively spreading - venture funds and bonds, crowdfunding, startup projects.
Indeed, today we have hundreds of documents regulating investment relations, protecting the rights of investors and creating conditions for their activities. However, the time has come to combine all these provisions into a single legal act - the Investment Code. Such a document will streamline the rules, guarantees and procedures in the field of investment and will become an important tool for stimulating investments.
The Public Council of Entrepreneurs is already active in preparing decisions to improve the business climate. I am confident that with close cooperation between Parliament and the Public Council, the development of a new code will bring significant results.
The basis of all our reforms is, first of all, respect for people and the protection of the interests of entrepreneurs. Therefore, we will consistently strengthen the independence of the judicial system.
Today's entrepreneurs are not the same as yesterday. Their legal literacy has increased significantly, which is confirmed by an increase in the number of appeals to the courts. Thus, last year, more than 81 thousand disputes related to business activities were considered in economic and administrative courts.
Now entrepreneurs will be able to appeal to economic and administrative courts on an extraterritorial basis. At the same time, there remain cases of delays in the execution of court decisions to recover material damage. Each such delay works against the interests of business. Therefore, based on international practice, the “asrent” system is being introduced: the court decision will directly indicate the debtor’s obligation to pay a fine for each day of delay.
In recent years, the requirement for businesses to submit 120 types of documents has been abolished, and the same number of licenses have been simplified and digitized. Last year alone, 16 types of licenses and permits were eliminated, which allowed entrepreneurs to save 350 billion soums.
Starting next year, another 10 types of licenses and permits will be abolished. In particular, the activities of audit organizations, craftsmen in the field of tourism, tourist information centers, as well as entrepreneurs involved in the technical inspection of transport, will be transferred to the notification procedure.
Today, if the rules of licensing or permitting procedures are violated, fines are imposed on both the enterprise and its manager. In the future, responsibility will be assigned only to the enterprise itself, and the issue of personal responsibility of the manager will become the prerogative of management bodies.
Another important innovation – from next year it will be possible to fully begin entrepreneurial activity according to the “Business in 15 minutes” principle. At the registration stage, the entrepreneur will immediately receive an electronic digital signature, will be able to open a bank account, if desired, draw up a lease agreement, register a cash register with the tax authorities and send a notification to the relevant government agencies. As a result, the duration of these procedures will be reduced from the current one week to 15 minutes.
The requirement to obtain a certificate of conformity for 32 categories of products under sanitary-epidemiological, veterinary and quarantine control, including seedlings, mineral fertilizers, footwear, livestock feed and other goods will be abolished. The list of products subject to mandatory certification has already been reduced by 459 items, and in the near future it will be reduced by another 288.
In general, the national infrastructure for ensuring product safety and quality will be radically reformed, it will be brought into line with international standards. The practice of declaration of conformity instead of certification will be widely introduced. The technical regulation system will be completely transformed. Conditions will be created for the world's leading laboratories to work in the country.
Control will switch to a new principle - “product supervision”. Now the object of inspection will not be the entrepreneur himself, but the product itself. In accordance with the “from field to table” concept, the functions of the sanitary-epidemiological service, veterinary medicine and quarantine authorities for food safety control will be combined into a single digital system.
Entrepreneurs will no longer have to go through various authorities - all documents can be obtained in one place using the “single window” principle. This will provide the domestic market with quality goods and increase the opportunities for local producers to enter world markets.
Many questions have also accumulated regarding the participation of businesses in government procurement and exchange trading. A major meeting with entrepreneurs will be held in the coming month, at which these issues will be discussed and solutions proposed.
A new mechanism for equal protection of the rights of entrepreneurs when concluding contracts with government agencies and natural monopolies will be introduced. All draft standard agreements will be subject to mandatory examination by the Business Ombudsman, the Ministry of Justice and the Competition Development Committee.
The more business associations, the stronger the voice of entrepreneurs. Therefore, if ten of the most experienced and authoritative businessmen unite, gather young entrepreneurs around them, share with them the secrets of the profession and bring new knowledge and technologies, many problems of entrepreneurship will be able to be solved by the business community itself. The state will always support such associations. $10 million will be allocated annually for their programs, projects and activities aimed at specific results.
