Digital governance and new security model introduced in Mirzo-Ulugbek district

On April 23, President Shavkat Mirziyoyev visited the khokimiyat of the Mirzo-Ulugbek district in Tashkent.

The Head of State first inspected the bridge constructed over the Salar Canal adjacent to the district administration building, reviewed landscaping works, and planted a tree. He then reviewed the conditions at the district administration.

From 1992 to 1996, the President served as khokim of the Mirzo-Ulugbek district and made a significant contribution to its socio-economic development. At the district administration building, he was shown the office and service vehicle restored to their original appearance from that period. An exhibition highlighting key decisions made during his tenure as khokim was also presented, and he shared his recollections of that period.

Until now, around 30 organizations in the Mirzo-Ulugbek district, including those responsible for public safety, transport, social support, utilities, and the financial and banking sectors, have operated separately, each within its own sphere. The absence of a unified system has significantly hindered the prompt resolution of citizens’ appeals, resulting in unnecessary delays and excessive bureaucracy.

A situational center has now been established at the khokimiyat, where the Smart District platform, powered by artificial intelligence, has been introduced to analyze processes, identify issues in real time, and ensure their prompt resolution. It also enables continuous online communication with representatives of all mahallas in the district and provides real-time awareness of the situation.

The center monitors social and utility-related issues, oversees the handling of citizens’ appeals, and ensures the prompt coordination and management of relevant services in emergency situations.

The Safe District system, integrated into the platform, is used to monitor offenses and enhance public safety. An AI-powered digital map of business entities supports the forecasting of tax revenues and improves their collection. The AI Davomat system plays an important role in preventing unexcused school absences and addressing neglect among minors.

Similar platforms have also been launched in the Chilanzar, Shaykhantakhur, and Almazar districts.

Following a review of the situational center’s operations, the President instructed that this system be implemented across the remaining districts of the capital. It was also noted that regional khokims, prosecutors, and heads of internal affairs, security services, and tax authorities should visit the Mirzo-Ulugbek district to learn this experience.
