Issues of strengthening budgetary and executive discipline were considered
On July 23, President Shavkat Mirziyoyev reviewed the presentation on the activities of the Accounts Chamber and measures to improve the execution system.
In accordance with the Decree of the President of the Republic of Uzbekistan dated July 10, 2024 “On additional measures to strengthen financial control over the use of budget funds,” the working methodology of the Accounts Chamber has changed and its powers have been expanded. Having abandoned outdated forms of audits, new approaches have been introduced into the body's activities - financial, compliance, efficiency and strategic audits.
Now the Accounts Chamber acts not only as a control body, but also as a partner promoting compliance with budget discipline. In this regard, the main attention is paid to preventing violations of financial discipline and analyzing the causes of their occurrence.
Thus, based on the results of audit activities over the six months of this year, it was possible to reduce ineffective budget expenditures by 5.6 trillion soums and identify additional budget revenue reserves in the amount of 5 trillion soums.
As the country's economy grows steadily, the scale of financial control also increases. The most effective tool to ensure this is digitalization. For this purpose, the “Remote Audit” information system was introduced, thanks to which violations worth 4 trillion soums have already been eliminated.
During the presentation, the task was set to introduce elements of artificial intelligence into the system to eliminate the factors causing violations.
The effectiveness of the situational financial control centers created last year in 12 ministries was noted. A decision was made to expand this system to another 10 ministries and departments. In addition, instructions were given to improve internal audit and internal control systems in budgetary organizations, as well as to strengthen the exchange of information with the Accounts Chamber.
In accordance with the presidential decree, state audit is gradually being brought to the level of international standards. During the year, the Accounts Chamber staff worked together with international auditors, adopting their experience. As a result, projects implemented through external borrowing began to be audited according to international criteria. The importance of conducting an audit from the initial stages of such projects was emphasized.
At a video conference call on June 16, dedicated to analyzing the effectiveness of the reforms, the Accounts Chamber was instructed to implement the Halk Nazorati platform in all regions. During the presentation, the work started and the necessary measures for the implementation of this project were presented.
The platform will allow citizens to report problems related to construction, infrastructure, utilities, drinking water, energy supply, transport and roads. For their prompt solution, all ministries, departments and khokimiyats will be connected to the system.
Currently, work continues to improve the platform based on artificial intelligence, introduce a vertical control system and create call centers.
The head of state gave instructions to responsible persons to strengthen executive discipline, target and rational use of budget funds.
