The President of the Republic of Uzbekistan Shavkat Mirziyoyev heard information from the Chairman of the Supreme Judicial Council on February 12.
It should be noted that in in accordance with Article 9 of the Law “On the Supreme Judicial Council of the Republic of Uzbekistan”, the chairman of the council annually submits to the President of the Republic of Uzbekistan information on factors impeding the administration of justice and the state of combating corruption in the judicial system.
In the Message to the Oliy Majlis and the people of Uzbekistan dated December 26, 2025, the head of our state emphasized that allowing corruption is treason. reforms, and declared a “state of emergency” to counter this vice.
In this regard, it was noted that the courts, as an independent branch of government, should become an example of the formation of a system free from corruption.
The Supreme Judicial Council is directly responsible for ensuring the independence of judges and their protection from external pressure. In 2025, a decree was adopted that expanded the powers of the council. In order to radically improve the system of training highly qualified personnel for the judicial system, the Academy of Justice was created under the council.
Last year, the Supreme Judicial Council appointed 135 candidates for the first time to the positions of judges, 286 judges were reappointed, and a corps of 241 investigative judges was formed.
During the reporting period, the powers of 59 judges were terminated early. Including 19 judges were dismissed from office for violating the oath and requirements of the Code of Judicial Ethics, 3 judges were brought to criminal liability, 58 judges were demoted. Based on the results of the assessment, 33 judges were found unsuitable for further appointment, and 266 judges were subject to disciplinary action.
On facts of interference in the activities of courts, 5 submissions were made to the Prosecutor General's Office. The official website of the council has created the ability to promptly send reports of violations of the immunity of judges.
As part of ensuring the independence of judges, more than 6 thousand orders issued by the chairmen of territorial courts were studied. It was established that in 231 orders, 314 judges were assigned duties not related to the administration of justice. Measures have been taken to eliminate the identified violations.
In order to free judges from unusual functions, advanced foreign experience is being studied in the field of creating the institution of “judicial administration”, responsible for personnel, logistical and organizational issues of the activities of courts.
It is proposed to create a Disciplinary Board of Judges to ensure the objective application of disciplinary penalties.
Initiatives have also been put forward to introduce a system for declaring the property of judges and members of their families, introducing compliance control in court offices, as well as establishing a transparent procedure for hiring court employees.
In addition, as part of the state policy on comprehensive support for women, the issue of ensuring gender equality in the judicial system was discussed. In particular, plans have been identified for celebrating March 10, the International Day of Women Judges.
The President of our country supported the proposals presented and made a number of recommendations for the consistent continuation of systemic measures aimed at ensuring the independence of the judiciary, the integrity of judges and eliminating factors that impede the administration of justice.
