Proposals for the development of the education system were presented
In this continuous process, issues of specialized education, talent support and professional guidance for children are of particular importance.
Plans and measures in these areas were presented at the presentation.
Spiritual and educational work is an integral part of education. However, different institutions approach it differently, and there is still no unified system for organizing students’ leisure time and discovering their abilities and talents.
Therefore, a unified concept of the national idea was developed, covering all levels of education from preschool to higher education. It will become a model for conducting spiritual and educational events. As a result, such work will be carried out systematically and efficiently, and students will not be overloaded with unnecessary activities.
In addition, a unified vertical system will be created for organizing schoolchildren’s leisure time, revealing their abilities and aspirations. In this regard, Kelajak centers will be created on the basis of the Barkamol Avlod children's school, the Republican Center for Student Youth and the Yoshlik Physical Culture and Sports Society. Schools will have a position of adviser to support student initiatives.
Over the past eight years, the number of places in kindergartens has increased by 2.5 million, and preschool education coverage has reached 78 percent. For further expansion, it is planned to create another 20 thousand places annually.
When constructing new apartment buildings, the need to build kindergartens will be taken into account in accordance with the number of residents. For specialists with secondary specialized education working in kindergartens, dual training and a system of advanced training will be introduced.
In districts and cities where preschool education coverage is below 80 percent, private sector participation will be supported. In particular, it is planned to allow the construction of kindergartens on empty areas of schools and kindergartens on the basis of public-private partnership. Land plots will be provided to entrepreneurs free of charge with the condition of maintaining their activity profile and preferential loans for up to 7 years.
In 2026–2028, in 14 regions of the country it is planned to create a network of Yangi Avlod preschool institutions with innovative child development centers.
Based on the current and future needs of the economy, the President set the task develop technical and engineering areas. In accordance with this, engineering schools are being created in the system of the Agency of Specialized Educational Institutions in 14 regions of the country. Admission to these schools will be carried out on a competitive basis, education will be funded from the state budget. They are introducing an engineering education program based on the experience of the New Uzbekistan University and the specialized school named after Mirzo Ulugbek. The educational process will be organized according to a five-year program based on the STEM model.
Starting from 2026, a national competition “Best Engineering School” will be held annually among secondary schools for the prize of the President of the Republic of Uzbekistan.
To improve the teaching of natural sciences, specialized schools will be created in all regions. The Tashkent school named after Abu Ali ibn Sina will become the reference school in this direction.
A branch of the Moscow State Technical University named after N.E. will open in Tashkent. Bauman, TashTech Technical University and Almalyk State Technical Institute.
Another innovation is aimed at supporting young people who have chosen the teaching profession. Until now, there has been no separate state scholarship in this area.
In this regard, starting from the current academic year, the Abdullah Avloni State Scholarship is being established for students of pedagogical universities. It will be assigned to 3rd and 4th year undergraduate students, stimulating them to study and research.
Plans in the field of science and innovation were also presented at the meeting.
In the postgraduate education system, mechanisms for training personnel with academic degrees will be improved. In particular, quotas for doctoral studies will be determined based on the priority areas of the country's development.
The role of the Academy of Sciences will be strengthened in the development of promising scientific areas, conducting fundamental, applied and innovative research, as well as in the practical implementation of their results.
The President approved the proposals presented and signed the relevant documents, giving instructions to ensure systematic and high-quality implementation of the intended tasks.
