New approaches in the field of emergency prevention are presented
President Shavkat Mirziyoyev reviewed the presentation on improving the system for preventing and eliminating emergency situations.
In our country, the safety of citizens is considered as the greatest value. However, in the face of the emergence of new risks, there is a need to further improve the system of emergency authorities.
Despite the fact that more than 30 legislative acts have been adopted in this area, a comprehensive program for protection against emergency situations still does not exist. The Fire Safety Law, adopted sixteen years ago, no longer meets modern requirements.
In this regard, the task was set to create a proactive system capable of assessing risks in advance and acting as quickly and efficiently as possible.
During the presentation, responsible managers presented the results of an analysis of the current situation, identified problems and practical proposals.
It is noted that preventive work today is mainly concentrated in government agencies. Meanwhile, over 70 percent of emergency incidents occur in the homes of the population - due to faulty or outdated gas and electrical appliances, as well as failure to comply with a basic safety culture.
Therefore, the President emphasized the need to build the system at the community level in order to cover every street and every house with measures to prevent emergencies and improve the safety culture.
Special attention is paid to the introduction of digital technologies and modern technical equipment. It was emphasized that in the sphere this process is still proceeding extremely slowly and does not meet the requirements of the time.
In this regard, it was ordered to create a digital infrastructure, completely digitize all processes - from receiving a signal about an emergency to its elimination, as well as introduce new work mechanisms.
To increase the speed of response, it is necessary to increase the fleet of modern machinery and equipment, and establish their production within the country. Taking into account the fact that in recent years new materials and technologies have appeared in various fields, it has been instructed to create a continuous system of training and retraining of personnel, which will allow timely identification and prevention of new types of man-made threats.
It has been instructed to organize dual education and a center for advanced training, organize the training of professional rescuers, expand educational programs and scientific research at the Academy of the Ministry of Emergency Situations.
