Comprehensive measures to improve the healthcare system are presented
President Shavkat Mirziyoyev got acquainted with the presentation of proposals aimed at improving the healthcare system, improving the quality of medical care for the population and the effectiveness of reforms carried out in this area.
The presentation discussed measures developed to improve the prevention and treatment of acute cardiovascular and cerebrovascular diseases.
According to the plan, from May 1, 2026, the national program “Combating Heart Attack and Stroke” will be implemented in the Samarkand region and the city of Tashkent, developed on the basis of the international programs “Stent for Life” and “Action Plan for Stroke.” From October 1, the program will cover the Andijan, Namangan and Fergana regions, and from 2027 - other regions.
As part of the national program, it is planned to annually organize surveys among the population over 30 years of age and, based on the results, conduct targeted medical examinations in identified risk groups. It also provides for the introduction of algorithms for the provision of emergency medical care and clinical routes.
Also, in accordance with international standards, time regulations of the “golden hour” principle are being introduced when providing emergency medical care for these diseases.
The presentation also presents measures aimed at increasing the material, technical and digital capabilities of the emergency medical service. In particular, the teams will be equipped with telemetric electrocardiographs and defibrillators with monitors. Opportunities will be created for AI analysis and transmission of ECG results through the information system, as well as real-time data exchange between teams and hospitals.
The ability to diagnose stroke based on AI will be introduced in inpatient facilities, and patient routes will be digitalized. Hospitals will be provided with thrombus-dissolving drugs and the necessary consumables for emergency surgical operations.
Non-governmental medical organizations will be involved in the provision of emergency inpatient medical care; medical services provided in cases of acute cardiovascular and cerebrovascular diseases will be financed from the State Health Insurance Fund.
As part of the national information program The Electronic Health system will maintain an electronic register of patients and populations at risk.
Particular attention is also paid to preventive and explanatory work among the population. It is planned to distribute social videos, infographics, animations and short videos in the media and social networks, install billboards and banners near markets and shopping centers, conduct seminars and trainings in educational institutions, enterprises and communities on the early detection of signs of heart attack and stroke.
In addition, within the framework of the international program “FAST Heroes”, the “Angels Initiative” will Special classes were organized for schoolchildren. Every year on September 29 - in connection with International Heart Day and October 29 - World Stroke Day, free public events are planned to measure blood pressure, sugar and cholesterol levels, as well as to increase public literacy in emergency care.
It was noted that 239 billion soums will be allocated to finance the program in 2026, and 280 billion soums from 2027.
The presentation also discussed proposals for further improvement of blood services in 2026-2030.
C Taking into account the growing demand for blood products, targeted measures have been developed aimed at expanding the capabilities of services and fully covering the needs of medical institutions for blood and its components.
In particular, based on the recommendations of the World Health Organization, it is planned to increase the number of blood donations from 10 to 30 per thousand people, expand blood supplies from 150 thousand liters to 450 thousand liters by increasing the total number of donations to 1 million, and also increase the number of voluntary blood donors from 300 thousand to 900 thousand.
Based on best international experience, standard operating procedures, safety protocols, and modern screening methods will be introduced to ensure the safety of blood and its components. At the same time, it is planned to increase the professional knowledge and skills of blood service workers, strengthen its material and technical base and support the development of the gratuitous donor movement.
To radically improve the system of working with blood, a process management system for the cycle “need - processing - delivery” will be introduced.
An information system “Electronic drug accounting” will be introduced within the digital platform blood”, which will provide control over the movement of blood and its components, will create the possibility of ordering integrated with emergency medical care.
It was noted that 308 billion soums will be allocated for the financing of blood services in 2026, and a total of 1.75 trillion soums for the development of the sector in 2026-2030.
During the presentation, information was presented on the results of a study of the activities of specialized scientific and practical centers and clinics of the republic.
In September-December 2025, working groups conducted a comprehensive study of the activities of 37 medical centers and clinics at the republican level and identified a number of organizational and managerial shortcomings. To eliminate them, a 27-point action plan has been developed, which covers such areas as improving the quality of medical care, systematizing work with regions, improving the management system, personnel and research activities, financial discipline, efficient use of resources.
The issue of attracting foreign experts to reform the healthcare system has also been considered.
Technical conditions have been developed for reforming the public health system, healthcare planning and national laboratory system. In order to implement these activities, it was proposed to involve 25 international and 19 local experts.
A project for the modernization of the Republican Oncology Center and its regional branches was also presented.
In 2021, in collaboration with the Islamic Development Bank within the framework of the project “Modernization of oncological institutions of the Republic of Uzbekistan (phase II)” for the new complex of the center and its 13 branches purchased 119 types of medical equipment for a total of $61 million. It is planned to purchase 5 more types of equipment in the amount of $5.6 million.
By attracting additional funds in the amount of $10 million, it was proposed to purchase 1027 pieces of medical equipment of 80 items for the center, as well as a cyclotron and a radiosynthesis laboratory for the production of radiopharmaceuticals.
The head of state was also presented with information about the ongoing work to develop the pharmaceutical industry and provide the population with affordable and high-quality medicines.
It is noted that the pharmaceutical industry is currently becoming one of the most dynamically developing areas of industry. Today, 156 projects are being implemented in the field with a total value of $2.3 billion. In 2025, $362 million of foreign investment was disbursed, more than 2.4 thousand new jobs were created.
Industry enterprises produced products worth 7.3 trillion soums, exports of medicines and pharmaceutical products to 55 countries amounted to $220 million.
As a result of recent reforms aimed at ensuring the quality of medicines and reducing bureaucratic procedures, entrepreneurs for the first time began work on organizing the production in Uzbekistan of 130 types of imported medicines based on technology transfer.
In addition, due to the revision of reference prices for 2 thousand types of imported medicines, wholesale prices for drugs were reduced by 40-60 percent.
During the presentation, the need was emphasized further improving the quality and availability of domestic medicines that replace imports, creating the necessary conditions for investors, increasing production and laboratory capacities, as well as creating a transparent quality control system.
Having approved the proposals, the President signed the corresponding decisions. Responsible persons were given instructions for timely and high-quality implementation of the planned measures, achieving specific results in the areas considered.
