Festive greetings to the people of Uzbekistan
Dear compatriots!
I sincerely, from the bottom of my heart, congratulate you, all our multinational people, on the Constitution Day of the Republic Uzbekistan - December 8th and I express to all of you my respect and best wishes.
On this significant day, we especially deeply feel the role and significance of the Basic Law in our lives - the guarantor of all rights and freedoms, peace and stability in the country, unity and harmony, the irreversibility of democratic reforms.
The norms and principles enshrined in the Constitution, which is the embodiment political and legal thinking and the free expression of our people undoubtedly serve us all as a source of enormous strength, confidence and inspiration in building the New Uzbekistan.
Thus, we see practical confirmation of the constitutional principle - the people are the only source of state power - we see primarily in the example of the activities of the national parliament, endowed with even broader powers and responsibilities, the regional Kengashes, which for the first time began to be headed by chairmen elected from among deputies of local Kengashes, the institution of mahallas, whose role and authority in public administration are increasingly increasing.
It should be especially noted that this year the new parliament adopted laws relating to the activities of the courts, strengthening guarantees of the rights and freedoms of citizens, many important decisions to strengthen the atmosphere of friendship and harmony in the country, issues of an inclusive society, youth, women, protecting the interests of low-income people, poverty reduction, and careful preservation of national values.
Local Kengashes are also actively working to solve pressing social problems in their regions. Over the past period, they have considered more than 25 thousand issues with the adoption of appropriate decisions, about 14 thousand parliamentary requests have been sent to officials.
In order for the representative bodies to become a truly people's tribune, the voice of the people, from January 1, 2026, we will also implement the necessary measures to divide, from January 1, 2026 in districts and cities, the functions of khokims and chairmen of the relevant Kengashes.
Remaining committed to the constitutional principles of democracy, representative democracy, the supremacy of the Constitution and the law, we will continue reforms in this direction even more decisively.
Dear friends!
As you know, in recent years in our country, more importance than ever has been attached to protecting the honor and dignity of a person, ensuring the rights and interests of citizens. This year, during the festive events that embody the noble idea “The Constitution is the guarantor of human honor and dignity, freedom, equality and justice!”, our achievements along this path are comprehensively analyzed, new and urgent tasks are identified.
Assessing the results achieved over the past period in all spheres and sectors, it is necessary to especially emphasize that they are based, first of all, on the principles of humanism. Let's turn to the facts: If we turn to the facts, we can note that this year the per capita income was $3,500, the coverage of preschool education reached 78 percent, higher education - 42 percent, the average life expectancy of our citizens increased from 73.8 to 75.1 years, and there are many such examples.
В соответствии с Конституцией осуществляется большая работа по выполнению социальных обязательств государства, построению социального государства в нашей стране. Thus, more than 1 million citizens were lifted out of poverty, the poverty level dropped to 6.6 percent.
Our large-scale reforms towards sustainable economic development, ensuring a decent standard of living for the people, creating a strong legal system and an open society are being recognized by the world community.
In 2025, Uzbekistan rose by 19 positions in the Sustainable Development Goals Index and entered the number of countries with the highest rates of progress in achieving the Sustainable Development Goals in the Eastern Europe and Central Asia regions in this direction. In the Global Innovation Index, our country is among the three strongest countries in Central and South Asia. International agencies such as S&P, Fitch and Moody's have increased the sovereign credit rating of Uzbekistan.
For the first time in the last 40 years, an authoritative international forum - the UNESCO General Conference was successfully held outside of Paris, in Samarkand, which is also recognized as an important event in the world community.
Dear ones compatriots!
Today, the reforms we are implementing are entering a decisive phase, and we must turn every norm of the Constitution into a criterion for practical activities in the life of the state and society. Our extremely important task is to comprehensively explain to young people the essence and content of the Basic Law, to educate them on the basis of constitutional values as true patriots with high self-awareness, political thinking and legal culture.
We must deeply respect the Constitution and laws, have solid legal knowledge and practical experience, only then will we be able to actively participate in managing the affairs of the state and society, and honorably bear our filial duty to the Motherland and the people. Only then will the life-affirming power and creative potential of our Basic Law manifest itself even more clearly.
Once again I sincerely congratulate you on this wonderful holiday of the Constitution, which has become a symbol of national independence and pride for all of us.
