The training of promising personnel will be organized on the basis of new approaches
President Shavkat Mirziyoyev on May 5 got acquainted with proposals for targeted training of promising personnel and support for the training of specialists abroad.
In our country, issues Personnel training is given special attention in the development of each industry. The education of youth and advanced training of specialists are actively supported by the state.
Thus, through the El-Yurt Umidi Foundation, 2,225 scholarship holders were sent to 45 countries, while 1.5 trillion soums were allocated from the budget. To date, more than 1,400 graduates have returned to Uzbekistan and are working in the sectors of economics, education, science, medicine and public administration. Currently, 748 scholarship holders are studying at prestigious universities included in the top 300 world rankings.
In order to expand the scope of this work, it is planned to reorganize the fund and the Academy of Public Administration into the El-Yurt Umidi Foundation for the training of promising personnel under the President of the Republic of Uzbekistan and the Academy of Public Policy and Administration under the President. Together with the Agency for the Development of the Civil Service, they will be transformed into a single cluster for personnel training.
In particular, in addition to training in bachelor's, master's and doctoral programs, civil servants will be sent to targeted internships for up to six months. At the same time, priority will be given to such driver areas as energy, urban planning, transport, architecture, geodesy, land relations, technical and engineering sciences, as well as public administration and other relevant social areas.
Scholarships of the El-Yurt Umidi Foundation will be provided without additional exams to candidates admitted on a grant to universities included in the top 100 international rankings. Students enrolled on a grant at universities from the top 300 list will be reimbursed for international travel and accommodation costs without exams. Graduates of the Presidential Schools who are admitted with a 50% grant to undergraduate studies at universities from the top 20 will also receive non-competitive scholarships.
For constant communication with compatriots studying abroad, identifying their needs and providing assistance in the educational process, a Council of Parents of Scholars of the El-Yurt Umidi Foundation will be created. The embassies and consulates of Uzbekistan will be tasked with providing legal and organizational support to students.
The Academy of Public Policy and Management will also play an important role in training specialists who meet the requirements of the time. There are already advanced educational programs in such areas as “School of Khokims”, “School of Women Leaders”, “Leaders of the Future”. Last academic year, more than 13 thousand students improved their qualifications at the academy.
In accordance with the new system, three areas of training are being introduced for civil servants: advanced training, retraining and master's degrees. All medium- and long-term courses will be organized on the basis of joint educational programs with foreign partners and taking into account the basic recommendations of the Organization for Economic Co-operation and Development (OECD).
The master's program will teach in-depth disciplines in the areas of "Public Administration", "Public Policy", "Integrated Development of Territories", "Human Resource Development" and "Public Financial Management" for a period of up to 18 months. In addition to grants, contract training will also be available.
To improve the quality of educational programs and scientific research, an International Academic Advisory Council will be created at the academy, and four new centers will be organized. In particular, the Center for Applied Research on Public Administration Problems will develop recommendations for improving the efficiency of the civil service and introducing the best practices of the private sector into public administration.
The President approved these proposals and gave instructions to introduce a system based on new approaches, improve the qualifications of the foundation and academy staff, constantly search for talented youth and ensure their quality education, as well as more actively involve qualified specialists in the implementation of reforms.
