Tasks for the further development of the Namangan region have been identified
President Shavkat Mirziyoyev held a meeting on measures for the socio-economic development of the Namangan region on September 16 in the Uychi district.
It is noted that significant results have been achieved in the region, which are reflected in economic growth and the level of well-being of the population. Over the past eight years, $7 billion of foreign investment has been attracted to the region, and almost 8 thousand new enterprises have been created. The range of exported products has doubled and exceeded a thousand items.
Today, 82 percent of the working population is employed in small business and entrepreneurship. Average real income per capita has tripled. The main thing is that residents of Namangan feel positive changes in their daily lives.
At the meeting, an analysis was carried out of the possibilities of maintaining the achieved pace and further increasing efficiency. In particular, the goal is to attract $4.2 billion in investments by the end of the year, increase exports to $1 billion, provide employment to 323 thousand people and lift 26 thousand families out of poverty.
The head of state put forward an important initiative to improve mahallas. Within its framework, the “Place of Development and Leadership” program is being launched. It will include 4 districts in Fergana, Samarkand and Tashkent regions, 2 districts in other regions, as well as 328 of the most problematic mahallas throughout the republic.
In a short time, the poverty level in Namangan has decreased by 2.5 times. Thanks to the growth of entrepreneurial activity and an increase in average wages, 62 thousand migrants returned to the region over two years.
The reform headquarters was tasked with developing a master plan for the picturesque areas of the region. The implementation of relevant projects will create 50 thousand new jobs and sources of income next year. Thus, along 40 kilometers of rivers and canals passing through Pap, Turakurgan, Uychi, Uchkurgan and Chust, it is possible to build 650 service facilities and provide employment for 10 thousand people.
Today, a third of the industry and half of the region’s exports come from the textile industry. Namagan entrepreneurs are the republic’s leaders in working with brands. To expand investments and cooperation with international brands in the region, a separate project office will open within a month. The number of textile enterprises with international certification will be increased to 50.
Responsible persons have been instructed to organize trading houses with an area of at least 1 thousand square meters in Warsaw and London by the end of the year. In general, this year the export of textile products from Namangan will reach $500 million, and within two years it is planned to launch 25 large projects worth a total of $1 billion.
Since the beginning of the year, the region has been visited by 1.2 million foreign and 2 million domestic tourists, tourism income has exceeded $200 million.
However, it is emphasized that the potential of one One of the most attractive areas of the region - Chartak - is not fully used. There are no basic services here: online information, booking system, cultural and entertainment services. Therefore, Chartak will be turned into a year-round tourist hub of the valley, and $50 million will be allocated for the development of its infrastructure.
In cooperation with the World Bank, within the framework of the project for the development of medium-sized cities, Furkat Park will be reconstructed and almost doubled this year. 11 kilometers of pedestrian and bicycle paths will be built along the Chartaksai River.
As part of a comprehensive development program, 7 kilometers of the banks of Chartaksai and the Great Namangan Canal will be concreted, and 30 hectares of usable areas will be created. Here, in harmony with the perennial gardens, large sanatorium and resort facilities will appear.
A tourist complex with hotels, restaurants and recreation areas will be built around the Chartak reservoir. In the Papal region, on an area of 1.2 thousand hectares around Lake Arashan, a large-scale tourist center will be created, designed to receive up to 1 million tourists per year.
To train personnel in the field of tourism, starting from the next academic year, a joint faculty will be created at Namangan State University together with the University of Krems (Austria).
The President paid special attention to the issues development of social infrastructure.
For a long time, the roads connecting the Uychinsky, Uchkurgan and Naryn districts with the regional center remained overloaded. Now, at the expense of 63 billion soums, a new bridge 480 meters long is being built across the Naryn River. In addition, reconstruction of the old bridge across the Kara Darya, 180 meters long, built 63 years ago, which connects the Namangan and Andijan regions, has begun. After completion of the work, throughput will double, travel time will be reduced by 1.5 times.
The Pungan-Namangan highway, connecting the regional center with the capital, will also be reconstructed. Up to 15 thousand cars pass along this road every day. The length of the reconstructed section will be 75 km, the road will be expanded to four lanes with concrete pavement. The cost of the project is $246 million.
Water supply issues remain unresolved in the region: 30 mahallas are not connected to the centralized system, 21 percent of networks need repair. Many complaints are also related to sewerage. This year, 800 billion soums have been allocated to improve the water management system. By the end of the year, the construction of 130 kilometers of water supply and sewerage networks and 11 hydraulic structures is to be completed.
The Kurashkhona water management facility, which supplies Namangan with drinking water, was built 70 years ago and today operates at less than half capacity. It will be reconstructed in cooperation with the European Bank for Reconstruction and Development.
Namangan will soon turn into a city with a population of one million, which requires expanding the network of preschool institutions. Previously, entrepreneurs were announced benefits in this area. Using these opportunities, in Namangan this year it is necessary to create 5 thousand, and next year - 15 thousand new places in kindergartens. International standards and dual training will be introduced in 49 technical schools in the region.
Over the past three months, as part of the “Step to Active Life” program, almost 3 thousand people in need received care services, thanks to which 350 people were employed. The National Social Protection Agency has also been instructed to introduce similar services for people suffering from dementia and Parkinson's disease.
– Today, together with you, we have identified new goals for the development of cities and regions, improving the living conditions of the population. If we act together, we will achieve even greater results. Together with proactive, hardworking and enterprising Namangan residents, we will transform the region into one of the most comfortable and prosperous regions of our country,” Shavkat Mirziyoyev emphasized.
