New opportunities for the development of the Syrdarya and tasks for their implementation have been identified
An extraordinary session of the Kengash of People's Deputies of the Syrdarya Region was held. The President of the Republic of Uzbekistan Shavkat Mirziyoyev took part in it.
At the beginning of the meeting, the head of our state emphasized that large-scale changes in the Syrdarya region are the result of reforms carried out on the basis of the noble principle “In the name of the honor and dignity of man.”
- Previously, this land was tied to agriculture, but in recent years here Industry, services and tourism were formed from scratch. The business environment has changed dramatically, a layer of advanced entrepreneurs has emerged, the President emphasized.
Over eight years, $4 billion of investments have been attracted to the Syrdarya region. During this period, 187 large production facilities were put into operation, 120 thousand new jobs were created. The production of about 50 types of new products has been mastered. As a result, the volume of industrial production increased from 4 trillion to 25 trillion soums.
It was noted that the cities of Gulistan and Yangier, as well as Bayaut, Mirzaabad, Saykhunabad, Syrdarya and Khavast districts, which previously received subsidies, have now reached the level of self-financing.
Next year In the Syrdarya region, together with Chinese partners, a car production project worth $122 million will be launched. Recently, in cooperation with Kazakhstan, the activities of the Center for International Industrial Cooperation of Central Asia were launched in this area. By the end of the first quarter of next year, 14 industrial enterprises worth a total of $300 million will begin operating on its territory, and in 2026 it is planned to host another 40 new projects worth $720 million.
The head of state also focused on the work done to increase the number of places in kindergartens, schools and medical institutions, as well as to improve the provision of electricity, water, sewerage and road infrastructure in the Syrdarya.
This year alone, $100 million was allocated to improve the living conditions of the population. As a result, 47 schools, 45 kindergartens, 31 medical institutions, 5 sports and cultural facilities were overhauled and equipped with modern equipment. It was announced that this work will be consistently continued, and next year an additional $100 million will be allocated for these purposes.
The organizational issue was also discussed at the session. The President nominated acting khokim Erkin Turdimov for the post of khokim of the Syrdarya region. After a discussion with the participation of regional activists, the candidacy was put to a vote. Based on the voting results, Erkin Turdimov was approved as khokim of the Syrdarya region.
The head of state set specific tasks for the new head of the region for the further development of the Syrdarya. In particular, the need was emphasized in the coming years to attract a total of $3 billion in investment to the region, increase export volumes to $500 million and create 185 thousand new jobs.
The meeting discussed issues of further development of industry, services and agriculture in the region, as well as improving infrastructure.
In recent years, in cooperation with Chinese investors, 31 enterprises worth a total of $500 million were built, employing 5 thousand residents in highly profitable jobs. Together with Chinese partners, work is actively continuing on another 40 projects worth $700 million.
Due to the inclusion of sections of the cities of Yangier, Gulistan and Shirin, as well as Syrdarya, Bayaut, Gulistan, Mirzaabad, Akaltyn and Khavast districts, the area of the Syrdarya free industrial zone has been expanded by 1,080 hectares. The khokims of the region and districts were pointed out the importance of starting the implementation of projects worth at least 4 billion dollars in new areas.
For this purpose, they were instructed to carefully calculate the effectiveness of the projects and prepare their presentations for investors, as well as send a delegation consisting of khokims of Syrdarya, Bayaut, Gulistan, Mirzaabad, Akaltyn, Khavast, as well as the cities of Yangier, Gulistan and Shirin, to The People's Republic of China.
The task is to establish direct cooperation with the provinces of Jiangsu, Shandong and Guangdong of China in the field of building materials, with the city of Tianjin - in the chemical industry, with the province of Fujian and the Hong Kong Special Administrative Region - in electrical engineering, with the regions of Shandong and Xinjiang - in light industry, with the city of Shanghai and the province of Jiangxi - in the pharmaceutical industry.
It is also planned to create a trade and industrial zone "Uzbekistan - Shanghai Cooperation Organization" with at least 5 thousand jobs in the city of Gulistan. Objects in this territory will be offered to entrepreneurs as ready-made projects on the terms of an industrial mortgage or leasing.
It is noted that in the process of the gradual withdrawal of industrial enterprises outside the city of Tashkent, free areas of the Syrdarya free economic zone create great opportunities for the placement of existing facilities. In this regard, entrepreneurs who intend to move their enterprises from the capital to the Syrdarya region will be provided with land plots in the industrial zone under a simplified procedure and on preferential terms, they will be provided with preferential loans of up to 10 billion soums, and reduced tariffs will be applied when transporting raw materials by rail.
At the meeting, issues of development of entrepreneurship and service infrastructure were discussed.
In 2026, it is planned to allocate 1.5 trillion soums to improve the infrastructure of the region and 10 trillion soums to implement entrepreneurial projects. Of this amount, 753 billion soums will be allocated for the first time to the regional and district budgets of Syrdarya to improve conditions in mahallas.
The President emphasized that in order to introduce new approaches and effective solutions in the field of employment and poverty reduction, it is extremely important to constantly study and adopt practical experience.
For these purposes, it was ordered to organize an internship for first deputies khokims of 11 districts at the International Poverty Alleviation Center in Beijing, and also send 50 young Syrdarya residents to study in Beijing for car maintenance courses.
In addition, it was ordered to organize a vocational training center at the Gulistan University according to the Chinese program "Lu Ban Workshop", and on the basis of a medical college in the Syrdarya region - to create a university in pharmaceuticals together with China technologies.
Special attention was paid to the development of agriculture.
Next year, construction of the Sultonkhovuz reservoir with a capacity of 100 million cubic meters will begin in the Bayaut district. Thanks to this, it will be possible to harvest twice a year on 110 thousand hectares of land in the Bayaut, Gulistan, Saykhunabad, Syrdarya and Mirzaabad regions.
The meeting also paid special attention to initiatives aimed at improving the quality of life of the population and improving business conditions.
It was ordered to begin the reconstruction of the 37-kilometer section of the A-373 highway passing through the Saykhunabad and Gulistan districts, expanding it to six lanes. It is planned to cover 67 kilometers of roads with cement concrete in 18 mahallas of the Bayaut, Gulistan, Khavast, Mirzaabad, Syrdarya and Saykhunabad districts.
Two days ago, as a result of the explosion of a gas cylinder in one of the public catering facilities located on the territory of the clothing market in the Tarakkiyot mahalla of the city of Gulistan, people were damaged 29 people.
Unfortunately, this accident took lives. The President expressed deep condolences to the families of the victims. It was instructed to provide them with material assistance in the amount of 100 million soums within three days.
– Today we have outlined big plans and tasks for the further development of the region, improving the quality of life of the population and improving conditions for entrepreneurs. Without any doubt, relying on the creativity, initiative and dedication of the Syrdarya people, we will definitely achieve these goals,” the President said at the end of the meeting.
During the meeting, reports from responsible persons, opinions and proposals of the participants were heard.
At this point, the head of our state completed his trip to the region and returned to Tashkent.
