Plans for the socio-economic development of the Jizzakh region were discussed
President Shavkat Mirziyoyev held a meeting to discuss the effectiveness of ongoing reforms in the Jizzakh region and priorities for the future.
Thanks to the reforms and systemic measures implemented in recent years, the region's economy has undergone a structural transformation. The region's economy has diversified and been reoriented from the agricultural sector to industry, services and modern agricultural clusters. New growth drivers have emerged, such as the textile industry, the production of building materials, the automotive industry, electrical engineering and tourism.
The share of industry in the gross regional product increased from 9.1 to 18.8 percent, the share of agriculture decreased from 50 to 36 percent. Unemployment and poverty rates fell by 4.9 and 5.8 percent, respectively. Exports grew 1.8 times, the volume of services - 1.6 times, industrial production - 1.9 times.
Over the year, 25 large, as well as 533 medium and small investment projects were implemented, and $1.4 billion of foreign investment was disbursed. The number of exporters reached 160, the export volume amounted to $285 million.
The meeting reviewed plans to further reduce poverty and unemployment, as well as ensure accelerated growth in industry, services and agriculture.
In particular, in 2026–2027 it is planned to increase the growth rate of gross regional product to 8.5 percent, increase industrial production by 8 percent, attract $5 billion in foreign investment and increase annual exports to $500 million.
It was noted that if previously investments were mainly directed to the extraction of raw materials and simple assembly production, then in the future priority will be given to projects with high added value.
In addition, this year it is planned to reduce the unemployment rate to 3 percent and poverty to 2.8 percent, as well as transform 182 mahallas into territories free from crime.
The President emphasized that achieving these goals is impossible without deep specialization of mahallas.
In this regard, a new development model will be introduced in the region in the next two years. The comparative advantages of 304 mahallas were analyzed and a program of their specialization was developed in the areas of horticulture, livestock, vegetable and melon growing, industry, services and tourism.
The program provides for the planting of certified seedlings on 5 thousand hectares of old orchards and vineyards, the creation of 4.6 thousand hectares of industrial plantations, cultivation high-yielding and export-oriented products on 10 thousand hectares of household and rental land, renewal of the breed of 101 thousand heads of livestock, organization of 5 micro-industrial centers, construction of 6 large tourist complexes, as well as the creation of parks and landscaped public spaces in each regional center.
It was noted that this year, efforts will be made to strengthen the infrastructure of “driver” projects 200 billion soums. In 2026–2027, in order to develop industry, it is planned to implement large investment projects with a total value of $2.7 billion. At the same time, the need for effective use of deposits of lead, zinc, tungsten, gold and other non-metallic minerals in the region is indicated.
During the meeting, information was presented on the project to create an agrarian-scientific industrial park in the Zaamin region, providing for the processing of corn and the production of products with high added value, including high-fructose syrup and allulose.
Measures are also provided for the development of livestock farming, the purchase of breeding stock, and the development of camel breeding and reconstruction of the Zhailma canal.
The head of our state noted the need to realize the potential of the mountain and desert areas of the region based on special approaches. In particular, this year it is planned to bring into circulation 25 thousand hectares of rain-fed and pasture lands and develop a three-year program for the effective use of pastures.
The tourism potential of the Jizzakh region was also analyzed at the meeting. It was noted that the capabilities of the Aydar-Arnasay lake system, as well as the Bakhmal, Farish, Zafarabad, Sharaf-Rashidov and Gallyaaral regions are not fully used.
In this regard, plans for the creation of tourist complexes in these areas, the expansion of Arnasay airport and the construction of trade and service complexes along international highways were considered.
This year, $30 million will be allocated for the construction of social facilities, roads, drinking water supply systems, sewerage and electrical networks in mahallas, and next year another $10 million.
With these funds, social facilities will be built and repaired in 14 mahallas, 105 kilometers of roads connecting 28 remote mahallas, 50 kilometers of drinking water supply and electricity networks, as well as 65 kilometers of sewerage networks in 13 mahallas.
In the urban planning sector, it is planned to develop master plans for the Bakhmal, Zafarabad and Gallyaaral districts based on spatial planning.
In addition, the city of Jizzakh and the Sharaf-Rashidov district will develop as a single agglomeration. The master plan provides for the construction of a ten-kilometer bypass road to reduce traffic load, the creation of a unified public transport system, as well as the construction of a single administrative building for government organizations.
As a result of the meeting, responsible persons were given instructions to ensure the implementation of each project as part of the development of the region with mandatory linkage with employment growth and an increase in the standard of living of the population.
