The draft state program was discussed

President Shavkat Mirziyoyev On January 27, he held a meeting on the draft State Program “Year of Environmental Protection and Green Economy.”
Today, the negative consequences of climate change are becoming increasingly noticeable in the world. Anticipating this, our country is actively transitioning to a green economy.
Over the past three years, 16 large solar and wind power plants with a total capacity of 3.5 gigawatts have been commissioned in the regions, and 35 small hydroelectric power plants have been built. The industry has introduced a system for issuing green energy certificates. The number of houses that have installed solar panels has exceeded 60 thousand. As part of the Yashil Makon program, landscaping is carried out annually. A rational approach to water use is applied.
2025 has been declared the Year of Environmental Protection and Green Economy in our country. In this regard, a draft state program was developed, which was subject to public discussion for a month. 11 million citizens have read the document; more than 100 of the most current proposals are included in the program. United Nations structures and representatives of other organizations have expressed their readiness to cooperate in the implementation of the program.
One of the key areas of the state program is energy.
Thanks to active work in recent years, the share of “green” energy in the country’s overall power structure has reached 16 percent. This year it is planned to increase this figure to 26 percent. To achieve this, another 16 large solar and wind power plants with a capacity of 3.5 gigawatts, 5 large hydroelectric power plants with a capacity of 160 megawatts and energy storage capacity of 1.8 gigawatts will be commissioned.
The head of state ordered the additional development of projects with a capacity of 1 gigawatt.
Incentives for the installation of solar panels at state-owned enterprises, industrial and service complexes, as well as in homes will also continue. 2 trillion soums of loans will be allocated for these purposes.
Based on the experience of school No. 19 of the Bayavut district of the Syrdarya region, the introduction of heat pumps in kindergartens, schools and hospitals will be expanded.
"Green economy" is not only the development of clean energy, but also an increase in energy efficiency in various industries.
The goal this year is to maintain economic growth at at least 6 percent and increase gross domestic product to more than $125 billion. To achieve this, rationality and economy are key factors.
In this regard, the Deputy Prime Minister - Minister of Economy and Finance has been tasked with developing a program aimed at reducing costs to 15-20 percent and increasing added value through energy efficiency.
The head of state emphasized that the time has come to move to a resource-saving economic model.
For example, in the electrical, automotive, pharmaceutical and food industries, the added value per 1 ton of energy consumed is 15-20 times higher than in the chemical, construction and textile industries.
The goal is to develop industries with low energy consumption and high added value, as well as ensure resource conservation in the above sectors. It was determined to conduct an energy audit and introduce energy-saving technologies at 400 large enterprises with high energy consumption.
In the near future, developed countries will only buy products produced using “green technologies”. Therefore, special attention is already being paid to this issue. This year, 15 percent of manufacturing and infrastructure projects will be green, rising to 30 percent by 2027 and 55 percent by 2030. To support low-carbon projects, $300 million will be raised from the European Bank for Reconstruction and Development, the World Bank and other organizations.
When building energy complexes, equipment and components worth $4 billion will be produced at domestic enterprises. This will increase the share of the “green component” in large projects from 25 to 31 percent.
As part of the Yashil Makon program, 200 million trees are planted annually. Over the past three years, 698 gardens and 316 public parks have been created. Green areas covering an area of about 2 million hectares have been created on the dry bottom of the Aral Sea.
Continuing these efforts, 18 forestry enterprises specializing in growing seedlings will be created this year. Based on the “science-project-practice” principle, selection work will be strengthened, seed laboratories, intensive experimental plots and “mother” plantations will be organized.
It is planned to grow 123 million seedlings on these farms this year. The Yashil Olam platform will be launched, where it will be possible to purchase seedlings online.
Businesses that green their territory and use environmentally friendly equipment and materials in production will be awarded the status of “green entrepreneur.” This will be taken into account in the ranking of entrepreneurs. They will be provided with comprehensive support in obtaining a “green certificate” and finding new markets.
At the meeting, responsible persons reported on the tasks laid down in the draft state program, as well as plans for its implementation.
