The possibilities of bringing Andijan to a new stage of development are outlined. The President held a meeting with foreign investors
1.5 million square meters of housing and 850 thousand square meters of non-residential facilities were built in the region. Thanks to this, last year the volume of trade and services grew by 13 percent, industry - by 7.5 percent.
However, life does not stand still. There are great economic opportunities, new projects and initiatives in Andijan.
The meeting discussed the tasks of supporting small and medium-sized businesses, increasing investments and exports, developing construction and the social sphere.
First of all, the opportunity was outlined to ensure economic growth in the region at a level of at least 6 percent in 2025, to bring the gross regional product to 105 trillion soums, provide employment for 305 thousand people, lift 150 thousand people out of poverty.
For example, the machine tool industry is well formed in Andijan. However, over the past two years, $1 billion worth of equipment has been imported into the region. If we master the production of such equipment within the country, this will become an additional source of income for the economy and provide new jobs. It is necessary to support such initiatives of entrepreneurs, help them obtain certificates and necessary details.
Centers for mechanical engineering and design production will also be created. The technical parameters of imported equipment in demand in industry will be studied and alternatives will be proposed for local enterprises. Entrepreneurs wishing to localize such equipment will be issued preferential loans in the amount of up to 5 billion soums.
The region has 13 thousand hectares of hilly terrain where crops can be grown by supplying water. But using pumps to supply water to such land requires energy costs. Therefore, financial instruments will be used to install solar panels. In Kurgantepe, an intensive garden and industrial vineyard will be established on 300 hectares.
Inefficient greenhouses from other regions will be transferred to Andijan and leased to the population. Cheap seeds and mineral fertilizers will be delivered to mahallas.
The Ministry of Employment and Poverty Reduction organized greenhouses on 5 hectares in the Balykchy and Altynkul districts, thanks to which 100 needy families began to receive income. Now this experience will also be introduced in Ulugnor, Pakhtaabad, Khojaabad, Markhamat and Andijan regions. The chairmen of mahallas, who organize such modern greenhouses in an exemplary manner, will be paid a 100 percent bonus.
Currently, only 23 percent of artificial reservoirs in the region carry out intensive fish farming. A project has been developed to attract $15 million from the Asian Development Bank to grow fish intensively on 320 hectares and cooperate with 500 households. Instructions were given to take control of the project and generally develop fish farming throughout the republic.
Andijan has high tourism potential. In the mahallas of Kampirovot of Khanabad, Shirmonbulok of Bulakbashi and Tosh-ota of Khojaabad districts, it is possible to create tourist facilities and increase the flow of tourists. This year, the goal is to complete 25 projects worth $125 million in the tourism sector, attract 3.5 million foreign and domestic tourists and increase tourism exports to $200 million.
Particular attention at the meeting was paid to investment and exports. This year, foreign investment will amount to $3.1 billion, and 23 large and 321 small and medium-sized projects worth $1 billion will be launched. There is an opportunity to increase exports to $1.5 billion, the volume of localization to 10 trillion soums.
Annually, $200 million worth of products are exported from Andijan to Kyrgyzstan. In order to expand mutual trade, it was proposed to create free trade and industrial zones in Kurgantepe and Khojaabad.
The importance of auctioning 360 inefficiently used real estate in the region and creating conditions for entrepreneurial projects was noted.
On ditches and canals with high flow rates, it is possible to build small and micro-hydroelectric power plants with a total capacity of 75 megawatts. Entrepreneurs participating in this will be issued loans for 7 years at 12 percent with a grace period of 3 years.
Tasks for the development of construction and infrastructure were also discussed. This year it is planned to build 245 apartment buildings with 9,700 apartments, which will provide employment for 10 thousand people. More than 1,000 kilometers of roads and bridges will be repaired.
Due to the lack of capacity of the Khanabad-Andijan main water supply system, 510 thousand people in six regions are experiencing difficulties with water supply. In this regard, it was emphasized that it is necessary to build a second water supply line with the participation of the Asian Development Bank.
Instructions were given to increase the capacity of roads connecting the region with neighboring countries, and to develop public transport between the city of Andijan and the regions.
Social areas directly affect the lives of the population. In Andijan, the share of high-tech surgical operations will reach 40 percent. Employment will be provided for 15 thousand technical school graduates. 6 thousand students will be covered by dual education. Four higher education programs in the areas of engineering, medicine, economics and the agricultural sector will be accredited at the international level.
In this regard, measures will be taken to develop medical education and tourism, increase the number of 24-hour private medical centers in mahallas.
As is known, there is a system of rewarding school principals who have increased their potential and efficiency. Now this system will be introduced in technical schools.
On the initiative of the President, an artist festival will be held every year in the city of Babur. The winners will be awarded a gift from the President - cars.
“Today we outlined the most important tasks to bring Andijan to a new stage of development, focused on all current issues, and identified the funds necessary for the region,” said Shavkat Mirziyoyev. – If we all work together, unitedly, our successes will multiply, there will be no heights left that we cannot achieve, Andijan will become even more prosperous.
At the meeting, Deputy Prime Ministers, ministers and other responsible persons presented information on their areas. It was emphasized that the khokim of the region, khokims of 16 cities and districts must meet daily with the population and entrepreneurs, maintain the current pace, and take responsibility in the conditions of global economic fluctuations.

President Shavkat Mirziyoyev got acquainted with the activities of the Fayz-M enterprise, located in the Bulakbashi district Andijan region.
In our country, special importance is attached to deep processing of raw materials and the creation of products with high added value. This enterprise is one of the large projects with a full cycle of production of knitted products.
4 million 200 thousand units of products of more than 50 items are produced here annually. Almost a thousand people are provided with jobs. Particular attention is paid to improving the qualifications of employees - a design center has been created for this purpose.
Modern equipment from Turkey, Germany and China ensures high productivity and quality of products. Most of the ready-made clothing is export-oriented. The annual export potential is $6 million.
The head of state inspected the production process and finished products. Recommendations were made to further improve quality, increase added value and expand the geography of exports.

During a visit to the social services center in the Andijan region, President Shavkat Mirziyoyev got acquainted with a presentation on the development of the sports sector and the promotion of the Olympic movement.
Today, more than 10 million residents of Uzbekistan are actively involved in mass sports. Various sports competitions are regularly held in districts, educational institutions and work collectives.
The goal is to increase this figure to 15 million. For this purpose, tournaments such as “Mahalla League”, “School League”, “Student League”, “Minister Cup” and “Trade Union Cup” will be organized.
At a video conference call on February 13 of this year, the President gave instructions on selecting and improving the skills of young athletes. In accordance with this, work has begun to bring the system of selection, sports education and Olympic preparation to a new level.
A key role in this process will be played by 254 sports schools operating in the regions, as well as 56 specialized schools in Olympic areas - they will become the main base for national teams. Young talents selected locally will undergo targeted training taking into account anthropometric data and physical abilities.
To further develop their skills, a series of competitions called “Olympic Peaks of New Uzbekistan” will be held twice a year. The winners of the regional stages will take part in the “Presidential Olympiad”, which will be held annually in the Olympic village in December. The winners will be awarded valuable prizes such as housing and cars. Those who take first and second places will have the right to study at the Republican Olympic and Paralympic Centers.
The President emphasized the importance of improving the vertical system of sports education, introducing advanced methods and approaches. Instructions were given to increase the efficiency of sports schools and prepare talented youth to the level of highly qualified athletes.

As part of a trip to the Andijan region, President Shavkat Mirziyoyev held a meeting with representatives of foreign companies planning to implement investment projects in the region.
As noted at today’s meeting, it is planned to put into operation in Andijan this year 763 small and micro-hydroelectric power plants with a total capacity of 24 megawatts, and next year - by another 20 megawatts.
One of the Chinese companies has expressed its readiness to establish the production of the necessary equipment for such hydroelectric power plants directly in the region. The constructed stations will be serviced free of charge for a year.
A large-scale improvement and construction program in the city of Babur was announced the day before. Many investors have expressed interest in participating in the construction of the new city.
In particular, the Chinese investor intends to invest $250 million in the construction of a modern multifunctional complex. According to the project, a business center, a hotel, shopping complexes and houses with 3 thousand apartments will appear on an area of 55 hectares.
Detailed information on this and other projects was presented at the meeting. The head of state instructed responsible persons to intensify work to attract investments, establish close interaction with investors and create all the necessary conditions for them.
