A new stage of reforms in school education
President Shavkat Mirziyoyev held a video conference meeting on May 15 to discuss priority tasks to improve the effectiveness of reforms in the school education system.
– There is a truth in the world that does not require proof: the development of any state depends on a healthy and educated generation,” the President noted at the beginning of his speech. – Therefore, on the path to building a New Uzbekistan, we must create all the conditions for raising healthy, educated, intellectual and patriotic youth.
All efforts in the social sphere are aimed precisely at these goals. Over the past 7 years, funding for preschool and school education has increased 7 times. This year 60 trillion soums have been allocated. About 1 million new places have been created in schools, and 1.5 million new places in kindergartens.
More than 10 types of additional payments have been introduced for teachers based on the criteria of qualifications, language knowledge, a new assessment system, and participation in subject Olympiads. 60 thousand teachers, taking advantage of this, today receive a salary of 8-12 million soums.
The salaries of kindergarten teachers increased by 65 percent and reached the level of the salaries of school teachers. Starting from the new academic year, the salaries of school principals, their deputies and heads of kindergartens will exceed 7-10 million soums.
Educational programs are being adapted to best international practices, textbooks are being updated, and modern equipment is being supplied to schools. Now teachers must master new techniques and provide children with high-quality knowledge. To do this, it is necessary to improve the quality of higher education in pedagogical areas.
The issues of training young people in professions, their proper education and protection from harmful influences are also relevant.
At the meeting, all areas in this area were analyzed in detail and priority tasks were identified. Initiatives have been proposed that can take school education to a new level.
First of all, attention was paid to the system of training and advanced training of teachers. The National Research Institute named after Abdullah Avloni and its 13 regional centers have been reorganized in this direction. The Nizami University was transformed into the National Pedagogical University, and its rector simultaneously became the Deputy Minister for Personnel Training. The Center for Teaching Excellence and International Assessment has been created.
Now, based on these opportunities, the activities of all pedagogical universities will be radically changed. For example, at the Termez Pedagogical Institute, instead of the current faculties, 6 higher schools will be created in the exact, natural, social, philological, applied sciences, preschool and primary education.
The number of subjects will be optimized from 20 to 15, areas of study - from 31 to 17, the teaching load will be reduced by 20 percent. Nearby schools will become the practical base of the institute.
Twenty teachers of the institute with certificates in foreign languages will be sent for internships in countries such as the UK, Germany and Singapore this year. Within three years, all teachers will undergo training abroad. Advanced training and obtaining educational services in the top 100 universities in the world will be carried out on the basis of direct contracts.
The activities of regional centers for advanced training will also be expanded. Teachers will be retrained on the basis of advanced programs in the USA, Great Britain, Singapore and Germany.
In addition, flagship schools will be identified for each of the 17 subjects of secondary education. A teacher at a core school will undergo in-depth training in his field at a training center based on international programs and will receive the status of a trainer. These trainers will then train 25 leading educators in their region. And leading teachers will improve the qualifications of other teachers in their school.
Also, teachers from universities, centers and schools will be sent abroad to improve their qualifications.
Today, private universities have wide opportunities. However, 70 percent of pedagogical students there study in preschool, primary education and philology. Not a single university trains teachers in chemistry, biology and physics. Meanwhile, schools do not have enough teachers in the exact and natural sciences.
Therefore, from now on, pedagogical directions in private universities will correspond to the directions of state institutions. The knowledge of teachers and students will be assessed through external diagnostics. In this way, control will be established over the quality of teacher training in non-state universities.
The head of state paid special attention to the education of gifted children in prestigious foreign universities. It has been noted that our children are very talented; it is only important to guide them correctly and prepare them purposefully.
For this purpose, the national program “Gifted Presidential Youth” will be launched, the Al-Beruni International School will be created. 60 people will be selected from 8th grade graduates, who will begin to be purposefully prepared for admission to high-rated universities.
In addition, 208 advisers from Presidential and specialized schools will be assigned to general education schools schools. These advisers will annually select 3 thousand of the most promising students and prepare them for admission to US universities - Harvard, Yale, Columbia, Cornell and others.
Preschool education is the foundation for the pursuit of knowledge. Today, 7 thousand public and more than 31 thousand private kindergartens operate in our country. Next year, 96 percent of six-year-old children are enrolled in preparatory groups. the indicator will reach 100 percent.
Now, based on best foreign experience, school preparation and primary education programs will be synchronized. For this purpose, programs will be developed that teach preschoolers critical and creative thinking in the areas of mathematics, natural sciences and technology.
A professional certification system will also be introduced to improve the qualifications, skills and psychological training of educators.
At the meeting, measures were determined to organize meaningful leisure time for schoolchildren.
For this purpose, the Barkamol Avlod schools, the Yoshlik sports society and the Student Youth Center will be united into a single system. They will be renovated, equipped in accordance with modern trends, and new clubs will be opened in them in foreign languages, artificial intelligence, programming and. animation.
A new system for developing tourism among schoolchildren will be introduced. Children's tourist centers with 100 seats each will be organized in the Barkamol Avlod centers in Karakalpakstan, Khorezm, Samarkand, Bukhara and the capital. Every year, trips around Uzbekistan will be organized for 1 million schoolchildren.
Protecting children from harmful information is a problem that worries everyone. In this regard, according to the Presidential Decree, a Center for the Development of Children's Content was created under the Ministry of Preschool and School Education. He will order national content from local authors and organize training in this area.
Tasks have also been set to attract children to summer holidays and useful activities, organize sports competitions, intellectual games and art evenings.
