Publication underscores that the comprehensive transformations in Uzbekistan’s agricultural sector transcend basic production increases; they are fundamentally directed toward safeguarding the legal rights and institutional interests of farmers, accelerating sectoral digitalization and expanding market-based mechanisms.
It is further emphasized that owing to these novel approaches, the country's agricultural sector is progressively transitioning from administrative management toward economic freedom and a competitive market environment. In particular, transparent digital mechanisms for the allocation of agricultural land via electronic auctions have been introduced, providing farmers with the opportunity to freely acquire land and ensuring the guaranteed protection of leasehold rights.
Special attention is dedicated to the Presidential Decree, which has expanded the scope of open electronic auctions for the sale of land from the state reserve fund. Furthermore, a mechanism has been implemented allowing farmers to independently determine the allocation and cultivation of agricultural crops on their leased lands.
“Digitalization of processes minimizes the impact of the human factor, enhances transparency in decision-making, and allows production to pivot toward market demand”, - article states. It is also noted that the system of state procurement has been curtailed, while market-based principles have been expanded within the cotton and grain production sectors.
Furthermore, farmers have been granted the right to freely choose their buyers and sell their commodities through commodity exchange mechanisms, as well as to independently manage their revenues in strict accordance with the Law “On Farming Enterprise”.
In conclusion, the agency emphasizes that the system of legal protection for farmers established in Uzbekistan constitutes a unique practice with no analogues worldwide.
