The Leaders of Uzbekistan and Azerbaijan hold the second meeting of the Supreme Interstate Council

At the invitation of the President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in the city of Baku on a state visit.
In the capital’s airport named after Heydar Aliyev, the Head of our state was met by the first deputy Prime Minister of Azerbaijan Yagub Eyubov and other officials.
In honor of the distinguished guest the state flags of the two countries were raised and a guard of honor was lined up.

A solemn official welcoming ceremony was held at the “Zagulba” residence for the President of the Republic of Uzbekistan Shavkat Mirziyoyev who’s paying a state visit to Azerbaijan.
State flags of the two countries were displayed and guard of honor was lined up on the square in front of the residence.
President of the Republic of Azerbaijan Ilham Aliyev warmly welcomed the distinguished guest.
National anthems were played. To the sounds of a military band, the guard of honor marched in front of the Heads of state.
After a joint photographing, the Presidents of Uzbekistan and Azerbaijan began their meeting in a narrow format.

On July 2, at the “Zagulba” residence President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the Republic of Azerbaijan Ilham Aliyev held a meeting in a narrow format and the second meeting of the Supreme Interstate Council.
The issues of further strengthening Uzbek-Azerbaijani relations of friendship, strategic partnership and alliance, as well as expansion of cooperation and exchanges in priority areas of cooperation were considered.
The Head of our state emphasized that the current state visit and the second session of the Supreme Interstate Council are taking place in the year of the 30th anniversary of the establishment of diplomatic relations between the two countries.
- Never in history have our relations been at such a high level as they are today, - emphasized the Leader of Uzbekistan.
The presidents have noted the dynamic development of multifaceted cooperation at all levels. Yesterday, the first Inter-Parliamentary Forum was held in Khiva. The Intergovernmental Commission and the Forum of Regions have been fruitfully held in Baku. Recently, the first Rectors' Forum was organized in Andijan, where more than 60 agreements were signed. Azerbaijani ensemble “Shirvan” won the Grand Prix of Bakhshi Festival in Khiva.
In the Year of Economic Cooperation, trade turnover increased by 25%. The portfolio of projects reached $4 billion. About 300 joint ventures are operating.
During the visit, the construction of “Uzbekistan” Park in Baku will be launched and a new building of our country's embassy in Azerbaijan will be opened.
An agreement has been reached to continue practical interaction at the level of parliaments, governments, ministries and regions. The importance of mutual support within international structures has been confirmed.
The possibilities of bringing the volume of trade turnover and investments up to $1 billion annually were discussed in detail. It was noted that a separate Cooperation Program is being adopted, which will include projects in industry, infrastructure, agriculture, healthcare, tourism, banking sector and other areas.
The importance of expanding the activities of the joint Investment Company was emphasized. Such new formats of interaction as the Council of Entrepreneurs and the Forum of Industrial and Economic Zones were supported.
Special attention was paid to partnership in the sphere of transportation and communications. Projects of participation in the development of the Middle Corridor were discussed.
The growth of Uzbek cargo transportation through this corridor by 25% - more than 1 million tons - has been noted with satisfaction. In addition, the transition to electronic permits for cargo transportation has been ensured since March this year.
An agreement was also reached to accelerate the preparation of a joint project on electricity export to Europe.
In order to properly celebrate the anniversary of diplomatic relations, the sides decided to hold a number of joint cultural and youth events this fall.
The Heads of state also exchanged views on the international and regional agenda.
During the meeting the reports of the co-chairmen of the Intergovernmental Commission, the Ministers of transport, energy and culture on the agenda of the negotiations were heard.
As a result of the session it was decided to adopt a “road map” on timely and quality implementation of the reached agreements.

Following the negotiations held in the city of Baku, the President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the Republic of Azerbaijan Ilham Aliyev adopted a Decision of the second meeting of the Supreme Interstate Council.
In presence of the Heads of state an exchange of a range of bilateral documents took place. In particular, the following were adopted:
- “Road map” on implementing the Treaty on alliance relations in the years of 2025-2029;
- Intergovernmental agreement on cooperation in the environmental protection sphere;
- Intergovernmental agreement on cooperation in the sphere of science, professional and higher education;
- Program of industrial cooperation for 2025-2026;
- Program of bringing the trade turnover to $1 billion by 2030;
- Plan of practical actions (“Road map”) on further development of cooperation in the sphere of agriculture and food supply in 2025-2027;
- Plan of practical actions on implementing cooperation in the sphere of social protection for 2025-2027;
- Protocol on cooperation in the sphere of navigation and shipbuilding;
- Agreements on establishing twinning relations between Tashkent region and the city of Sumgait, as well as cities of Navoi and Gabala, and other documents.

At a meeting with representatives of mass media, President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the Republic of Azerbaijan Ilham Aliyev shared their assessments of the talks.
At the beginning of his speech, the Head of our state stated that Uzbekistan sincerely celebrates the large-scale transformations and high achievements of Azerbaijan under the leadership of President Ilham Aliyev.
- You have fulfilled the long-standing dream of your father and every citizen of Azerbaijan - restored the territorial integrity of the country. You are actively working on modernization of economy and infrastructure of the returned territories, - noted the Leader of our country.
It was emphasized that Azerbaijan is a reliable ally and strategic partner of Uzbekistan. We share common goals, views and aspirations. Our peoples are linked by history, close values, language and culture, which have always served as the foundation of fraternal and trusting relations.
The President of Uzbekistan highly appreciated the fruitful outcomes of the second session of the Supreme Interstate Council held today, which resulted in the adoption of important decisions and agreements.
It has been noted that serious preparatory work has been carried out for this summit. The first Interparliamentary Forum, a meeting of the Intergovernmental Commission, forums of regions and rectors, political consultations and a number of cultural events were successfully held.
Special attention during the talks was paid to the full-scale implementation of the Treaty on Allied Relations between the two countries.
The mutual intention to strengthen close contacts and continue mutual support on international platforms was confirmed. Coincidence of positions on many pressing global and regional issues was noted. In this context, the Head of our state emphasized that Uzbekistan stands for resolving all acute problems and conflicts exclusively peacefully, through diplomatic efforts.
During the talks, agreements have been reached on taking joint practical measures to bring the volume of bilateral trade and investments to one billion dollars in the coming years. A separate Program for the promotion of trade and cooperation has been adopted.
According to the President, the existing formats of cooperation will be expanded and new ones will be launched in order to enhance the effectiveness of the ongoing work. These include the holding of the Council of Entrepreneurs and the Forum of Industrial and Economic Zones.
The leaders paid special attention to strengthening transport interconnectivity. It was emphasized that the Middle Corridor, which connects our countries and allows us to connect to other strategic routes, is being actively developed. Thus, since spring, electronic permits have been launched on this corridor. At the same time, the volume of Uzbek cargo transportation has grown by a quarter. Their annual volume already exceeds one million tons.
Progress was noted in promoting a joint project to export “green” energy to Europe.
In addition, today the construction of the “Uzbekistan” Park in Baku will be launched and a new building of our Embassy in Azerbaijan will be opened.
It was noted that in parallel, the projects of the future “Azerbaijan” Park and the unique tourist complex “Sea Breeze” in Uzbekistan are being actively prepared.
In connection with the celebration of the 30th anniversary of the establishment of diplomatic relations between the two brotherly countries this year, an agreement was reached to jointly hold major events, concerts and youth forums dedicated to this important date.
In conclusion, the Head of our state thanked his Azerbaijani counterpart for supporting joint projects and cooperation programs. He expressed confidence that the results of the current state visit to Azerbaijan would contribute to further strengthening of allied relations, as well as to the goals of sustainable development and prosperity of brotherly countries and peoples.

In accordance with the program of the state visit of President of Uzbekistan Shavkat Mirziyoyev to Azerbaijan, a solemn ceremony of laying the foundation stone of “Uzbekistan” park was held in Baku.
The new park will be located in the prestigious and dynamically developing “Ag Sheher” district of the capital.
The project envisages the creation of a large-scale park complex on an area of 4.5 hectares, which is designed to present the rich culture and traditions of Uzbekistan.
It will include architectural structures, walking zones, green areas, various recreation and entertainment facilities. The buildings will be decorated with elements of Uzbek national architecture and decorated with traditional ornaments.
During the ceremony, the two Heads of state together laid a symbolic capsule in the foundation of the park, launching the implementation of this important project.

The Heads of state got acquainted with the created conditions for effective activity of diplomats aimed at further strengthening relations of strategic partnership and alliance between the two countries.
The embassy halls are named after the regions of Uzbekistan. The President of our country proposed to name one of the halls in honor of Karabakh as a symbol of friendship and solidarity between our peoples.

At the conclusion of the first day of the state visit to Azerbaijan, President of Uzbekistan Shavkat Mirziyoyev, accompanied by the President of Azerbaijan Ilham Aliyev, got acquainted with the “Sea Breeze” resort complex.
During the visit to the tourist site, a presentation was given on the activities of this large-scale international tourist center on the western coast of the Caspian Sea.
The Head of our state was informed about the conditions created at this facility, including recreation areas, beaches, sports grounds, hotels, cottages, and residential complexes.
The project represents a modern "Caspian Riviera". The resort covers about 500 hectares. It features a 6.5-kilometer beach area, parks and recreational facilities on an area of 150 hectares, where approximately 700 thousand trees and shrubs have been planted.

On July 3, on the second day of the program of a state visit to Azerbaijan, President of the Republic of Uzbekistan Shavkat Mirziyoyev visited the Alley of Honor – a memorial resting place of the Nationwide leader of the Azerbaijani people Heydar Aliyev.
The President laid flowers to the grave of Heydar Aliyev paying a tribute of deep respect to the memory of a great state and political figure of Azerbaijan.
Heydar Aliyev is rightfully perceived as a founder of the independent Azerbaijan. Under his leadership a strong foundation was laid for the dynamic development of the country and growth of its international authority.
His contribution to the creation of a state and strengthening the national sovereignty has a special place in the history of Azerbaijan.
Heydar Aliyev was deeply respected and recognized in Uzbekistan as a statesman who attached great importance to the development and strengthening of friendly ties between the two brotherly states.

President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Victory Park in Baku.
The Leader of Uzbekistan laid flowers at the memorial monument in honor of Victory Day and paid tribute to the memory of fallen patriots of Azerbaijan.
This modern memorial complex, located in the center of the capital of Azerbaijan, was created to immortalize the memory of national heroes who gave their lives for freedom and territorial integrity of the country.

In continuation of the program of the state visit to Azerbaijan, President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in the city of Fizuli.
At the airport, the high guest was met by Azerbaijan's minister of culture Adil Kerimli and other officials
The city is named after a great Azerbaijani poet and philosopher Muhammad Fizuli.
Located in the southwestern side of the country, this city is historically known as “south gates” of Karabakh.
A large-scale restoration program has been underway in Fizuli district and the city of the same name since 2020. One of the important facilities has become Fizuli Airport, commissioned in 2021. Modern residential complexes, medical and educational institutions, and infrastructure facilities have also been built and are under construction in the city.
In August 2023, the leaders of the two countries opened a modern school named after Mirzo Ulugbek in the city, built at the initiative of the President of Uzbekistan as a sign of lasting friendship between the brotherly peoples of the two countries.

President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in the city of Khankendi.
The Head of our state was met by the President of the Republic of Azerbaijan Ilham Aliyev.
Here, the leaders got acquainted with the activities of the joint garment factory.
The enterprise was launched by the Presidents in November 2024 in the framework of a meeting on the margins on the UN Climate summit in Baku.
The area of the garment factory is 1.2 ha. The total investment cost of the project – $6.2 million. Overall 800 working places will be created.
Annually it’s planned to manufacture from 3 to 5 million textile products. The ready-made goods will be supplied to both the domestic market and export.
