On October 21, the official welcoming ceremony of the President of the Republic of Uzbekistan took place at the Oguzkhan Presidential Palace of Turkmenistan.

The key themes of the talks were issues of further enhancing cooperation in politics, trade, economics, energy, transport and logistics, water, agriculture and other areas.
It was noted that in recent years a breakthrough has been achieved in all areas of practical interaction. Based on an action plan, the agreements reached during the talks at the highest level are being successfully implemented.
Regular contacts and fruitful exchanges between governments, ministries and agencies, as well as regions of the two countries, are taking place.
Shavkat Mirziyoyev and Serdar Berdimuhamedov expressed confidence that the current meeting would give a powerful new impetus to the development of a multifaceted strategic partnership between Uzbekistan and Turkmenistan.
A thorough exchange of views on the international and regional agenda also took place, including the issues of deepening cooperation in Central Asia.

This is the sixth time over the last months when the leaders of two states have met - it is a bright indicator of special relations between Uzbekistan and Turkmenistan.
The President of our country pointed out the great merit of the Chairman of Khalk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov in forming a solid foundation for the current rapidly developing Uzbek-Turkmen cooperation.
It has been emphasized that the economy is the engine of bilateral relations and it is necessary to make more efforts to use the enormous potential of our countries. Thus, in recent years, mutual trade has achieved high growth rates.
It has been noted that the Uzbek-Turkmen border trade zone, which is going to be launched at the initiative of the Presidents of the two countries, is expected to stimulate further consolidation of contacts among businesspeople, and to facilitate the creation of new jobs in the regions.
The leaders paid a particular attention to the development of cooperation projects. An agreement was reached on intensifying the formation and implementation of new projects in such priority sectors as industry, energy, chemical industry and agriculture.
Transport sphere is defined as one of the strategic directions of interaction. The Presidents agreed to actively develop East-West and North-South corridors, including using the facilities of Turkmenbashi port.
The level of interaction between the two countries in a water sector was noted with satisfaction. The sides jointly ensure full implementation of the Agreement on the Amudarya River signed in Tashkent.
Further enhancement of interregional ties and strengthening of cultural and humanitarian cooperation are among the priorities. The Presidents reaffirmed the need to intensify cooperation in science, education, art, cinema and tourism.
During the next year, there will be reciprocal Days of Culture and Cinema and youth festivals with the broad involvement of all regions of our countries.
The signing of a Declaration on deepening our strategic partnership will be an important factor in achieving our goals.
«We are confident that our joint efforts will consolidate friendship and good neighborliness, prosperity of the two countries», the President of Uzbekistan has stated concluding the negotiations.

Following the high-level talks, a signing ceremony and exchange of documents took place.
President of Uzbekistan Shavkat Mirziyoyev and President of Turkmenistan Serdar Berdimuhamedov signed the Declaration on deepening the strategic partnership.
In addition, 13 documents were signed at the level of governments, ministries and departments of the two countries, providing for the expansion of multifaceted Uzbek - Turkmen cooperation, including:
- a practical action plan for 2022 - 2024 to intensify political dialogue, inter-parliamentary, trade and economic cooperation, cultural and humanitarian exchange between the Republic of Uzbekistan and Turkmenistan;
- an agreement on further development of bilateral foreign economic relations;
- an agreement on regulating the activities of trading houses on the territories of the Republic of Uzbekistan and Turkmenistan;
- an agreement on scientific and technical cooperation;
- a plan of practical measures to further expansion of cooperation in the field of agriculture;
- an agreement on the registration of medicines and medical devices.
The agreements on cooperation in electric power, customs, veterinary medicine and animal husbandry, cinematography and other areas have also been adopted.

The President of the Republic of Uzbekistan Shavkat Mirziyoyev expressed gratitude to the President of Turkmenistan Serdar Berdimuhamedov and all the fraternal Turkmen people for the traditionally warm hospitality.
It was noted that Uzbekistan is sincerely pleased with the success of Turkmenistan, achieved thanks to the consistently implemented domestic and foreign policy under the leadership of Serdar Berdimuhamedov.
It was emphasized that the founder of all these initiatives is the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov.
It was noted that thanks to the common political will in recent years, it was possible to create a completely new atmosphere of Uzbekistan – Turkmenistan relations and give bilateral cooperation a strategic character.
Following the talks, the Declaration on Deepening Strategic Partnership was signed, which provides for closer cooperation both in the bilateral format and in the international arena.

It was noted that during the talks, special attention was paid to the use of wide opportunities and the introduction of effective mechanisms for realizing the great potential of both countries in the interests of the two fraternal peoples.
The parties indicated that the basis of a partnership between Uzbekistan and Turkmenistan is the further expansion of trade and economic ties.
Today, the construction of the Border Trade Zone with modern infrastructure will also be launched.
“This will help increase trade, expand business contacts, create new jobs in the regions of our countries”, the President of Uzbekistan said.
In addition, agreements were reached on the active development of cooperation through the implementation of projects in industry, energy, agriculture, transport and logistics.
Priority areas of interaction in water use and environmental protection, prevention and elimination of consequences of emergencies were outlined.
The importance of continuing a constructive dialogue on the rational use of water resources of the transboundary rivers of Central Asia was emphasized.
The main attention during the talks was paid to the further expansion of inter-parliamentary dialogue and people’s diplomacy, the development of interregional ties, and the strengthening of cultural and humanitarian interaction.
“Cultural and humanitarian exchanges have always been the cornerstone, the basis of the centuries-old friendship of our fraternal peoples”, Shavkat Mirziyoyev emphasized.
To widely celebrate the upcoming 30th anniversary of the establishment of diplomatic relations between Uzbekistan and Turkmenistan, the parties agreed to hold mutual Culture and Cinema Days, festivals and other events next year.
The President of Uzbekistan confirmed the commonality of the positions of the two states on the current issues of international and regional politics.
Active interaction will continue within the framework of the UN, OSCE, CIS, SCO, OTS, IFAS, and other multilateral structures.
“We agreed to further strengthen regional interaction within the framework of the Consultative Meeting of the Heads of State of Central Asia”, the Leader of Uzbekistan noted.
In addition, the presidents of the two countries agreed to step up efforts aimed at the speedy stabilization of the situation and the promotion of important infrastructure projects in Afghanistan.
Shavkat Mirziyoyev expressed confidence that the results of fruitful talks would contribute to the comprehensive strengthening of friendship, good neighborliness, and strategic partnership between Uzbekistan and Turkmenistan.

President Shavkat Mirziyoyev visited the «Halk Hakydasy» (‘People’s Memory’) Memorial Complex in the city of Ashgabat.
The complex consists of three parts dedicated to the victims of the Geoktepe battle of 1880-1881, World War II and the Ashgabat earthquake of 1948. There is a museum behind the central monument that tells about these tragic events.
The President of Uzbekistan paid tribute to the fallen and laid flowers at the memorial. Thereupon, Shavkat Mirziyoyev got acquainted with the exhibits of the museum and left a record in the Book of Honored Guests.

President of Uzbekistan Shavkat Mirziyoyev visited the Turkmen State University named after Magtymguly as part of his official visit to Turkmenistan.
Youth, masters of art solemnly welcomed the President of Uzbekistan.
The ceremony of awarding the title of Honorary Professor of the University to the President of Uzbekistan took place. Rector of the University Bayramgul Orazdurdiyeva and President of the Academy of Sciences of Turkmenistan Allaberdy Ashirov solemnly presented Shavkat Mirziyoyev with the gown of Honorary Professor and a certificate of conferring the corresponding title.
Addressing the participants of the meeting, the Leader of Uzbekistan expressed sincere gratitude for such an honorary title.
The President of Uzbekistan emphasized that the issues of education and upbringing have always, since ancient times, served as the cornerstone of development, a force that increases the power of states and peoples.
“The future of any society directly depends on how educated and comprehensively developed today’s young generation is. That is why in Uzbekistan, as well as in Turkmenistan, fundamental reforms are being carried out in the system of education and upbringing.
Our goal is educating harmoniously developed personalities in New Uzbekistan with a broad outlook and creative thinking, ready to take responsibility for the fate of the Motherland”, Shavkat Mirziyoyev said.
The President of Uzbekistan in his speech focused on issues of international politics, drawing attention to the need for uniting the efforts of the countries of the region to respond promptly to emerging new challenges and threats.
“There is only one way out of the situation – a constructive dialogue based on taking into account and respecting the interests of each state, each people”, the President of Uzbekistan emphasized.
It was noted that Uzbekistan effectively interacts with Turkmenistan on current issues of the international agenda, actively supporting each other within the framework of the UN and other organizations.
Following his speech, Shavkat Mirziyoyev expressed confidence that the Turkmen State University named after Magtymguly would multiply the glorious traditions of training highly qualified personnel, and the graduates of the university would honorably serve the noble cause of further development of Turkmenistan.
The Turkmen State University named after Magtymguly is the oldest and largest university in the country. It was created under Ashgabat Pedagogical Institute, which opened in 1931.
The President of Uzbekistan got acquainted with the exhibition about the activities of the university.
The university has 12 faculties: mathematics, physics, chemistry, biology, geography, history, Turkmen and foreign languages, information technology, and jurisprudence. More than 7 thousand students study at the university.
