Uzbekistan and Mongolia elevate relations to a new stage of development

On June 24, at the invitation of the President of Mongolia, Ukhnaagiin Khürelsükh, the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, arrived in the country on a state visit, accompanied by his spouse.
The President of Uzbekistan was welcomed by the Minister of Foreign Affairs of Mongolia, Battsetseg Batmunkh, and other official representatives.
At the capital’s Buyant-Ukhaa International Airport, decorated with the flags of both countries, a guard of honor was lined up in honor of the distinguished guests.

The number of joint ventures is expanding, and the implementation of initial cooperation projects has begun in healthcare, education, e-commerce, agriculture, and the production of construction materials.
On the eve of the visit, a joint business forum was successfully held with the broad participation of business communities and sectoral agencies of both countries, and a trade house with a showroom of Uzbek products was opened in the city of Ulaanbaatar.
During the talks, special attention was given to deepening economic cooperation.
The considerable potential for a multiple increase in mutual trade over the coming years was noted, primarily through expanding the range and volume of supplies of high-demand goods.
In this regard, the importance of expediting the adoption of preferential trade and investment protection agreements was emphasized.
The President of Uzbekistan advocated for deeper industrial cooperation in specific sectors of the economy. Several promising areas of collaboration were identified as priorities.
These include, first and foremost, partnership in the extractive sector, such as the development of a geological exploration program, the exploitation of raw material deposits, technology transfer, experience exchange, and personnel training.
In this context, the opening of a representative office of Uzbekistan’s Ministry of Geology in Ulaanbaatar, aimed at promoting projects in this sector, was noted with satisfaction.
Interest was expressed in deepening comprehensive cooperation in agriculture through the creation of joint clusters and the advancement of cooperation projects in the processing and producing meat and dairy products, wool, and leather goods.
Special attention was given to strengthening transport connectivity and developing new logistics routes. Plans were outlined to launch direct air service between the two capitals by the end of the year.
A proposal was made to conduct applied research, jointly with the International Think Tank for Landlocked Developing Countries, to identify the shortest and most efficient transport corridors.
The importance of continuing active cultural and humanitarian exchanges was emphasized. It was noted with satisfaction that the Uzbek Culture Days and events in art and tourism are currently being held in Ulaanbaatar.
An agreement was reached to actively develop cooperation between higher education institutions and resume the enrollment of Mongolian youth in Uzbekistan universities within the framework of allocated quotas.
It was agreed to adopt a roadmap for the timely and effective implementation of the agreements reached.
In conclusion, the President of Uzbekistan invited the President of Mongolia to pay a return visit to Uzbekistan.

In the presence of the Presidents, the following documents were also signed:

– Cooperation protocol between the archival agencies of the two countries;
– Cooperation programs between the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan and the Ministry of Economy and Development of Mongolia, between the Ministries of Foreign Affairs for 2026-2027, and between the Ministry of Culture of the Republic of Uzbekistan and the Ministry of Culture, Sports, Tourism, and Youth of Mongolia for 2025-2028;
– Cooperation plan between the Ministry of Agriculture of the Republic of Uzbekistan and the Ministry of Food, Agriculture, and Light Industry of Mongolia to expand collaboration in the agricultural sector;
– Action plan between the Ministry of Ecology, Environmental Protection, and Climate Change of the Republic of Uzbekistan and the Ministry of Culture, Sports, Tourism, and Youth of Mongolia in ecotourism.

A large-scale reconstruction project of the city of Kharkhorin has begun. Mongolia’s international standing is steadily rising thanks to a consistent, pragmatic, and proactive policy.
It was noted that the first visit of the President of Uzbekistan to Mongolia became a historic event in developing friendship and multifaceted cooperation between the two countries.
The President of Uzbekistan emphasized that one of the key outcomes of the visit was the signing of an important document – the Joint Declaration on Comprehensive Partnership – which marks the beginning of a new stage in cooperation between Uzbekistan and Mongolia.
It was stated that during the negotiations, all significant issues and promising areas of practical cooperation were thoroughly discussed, and specific tasks and forward-looking plans were identified.
It was acknowledged that since last year’s summit in Tashkent, contacts have intensified across all areas. In February this year, the first meeting of the Intergovernmental Commission was held successfully.
An agreement was reached to continue close cooperation and mutual support within the framework of the United Nations, the Shanghai Cooperation Organization, and other multilateral platforms.
According to the President of Uzbekistan, the primary focus during the talks was on economic cooperation. Tasks were set to significantly increase trade volumes in the coming years, primarily by expanding the range and quantity of high-demand goods. It was emphasized that opening a trade house with a showroom of Uzbek products in Ulaanbaatar will serve as a physical foundation for this effort.
It was noted with satisfaction that, on the eve of the visit, a successful business forum and meetings between entrepreneurs of Uzbekistan and Mongolia were held, resulting in the signing of new contracts and agreements. The heads of state agreed to continue creating favorable business conditions and actively support entrepreneurial initiatives.
In this context, agreements were reached to adopt treaties on preferential trade and mutual investment protection in the shortest possible time.
Additionally, during the negotiations, specific areas of industrial cooperation were identified in sectors where the two countries’ economies can effectively complement each other.
This includes implementing projects in extracting and processing mineral resources, agriculture, animal husbandry, and cooperation in light industry, particularly in the advanced processing of wool, leather, and other materials.
As landlocked countries, it was agreed to jointly develop efficient transport routes with the broad involvement of experts. It was noted that starting this autumn, direct flights between the two capitals will be launched.
An agreement was reached to continue active cultural, education, and tourism exchanges. The Days of Uzbek Culture and meetings between tourism organizations of both countries are currently taking place in Ulaanbaatar.
The parties agreed to hold reciprocal concerts, exhibitions, and film screenings regularly and to participate in festivals.
The President of Uzbekistan also expressed readiness to resume the enrollment of Mongolian youth in leading universities of Uzbekistan within the framework of allocated quotas.
It was emphasized that the two countries’ governments will adopt a comprehensive roadmap to ensure the timely and effective implementation of the agreements and documents signed.
